Job description

Responsibilities and Duties:

  • Designated Person Ashore.
  • Supervise and monitor all safety, quality, and operational performance. The monitoring, visit, inspection, supervision, and support to the vessels to correspond with the objectives and policies of the Company.
  • Ensuring that the vessel is reporting timely in the electronic document safety module promptly and maintenance of the system. The responsible Superintendents carried out the required reviewed as necessary in the system.
  • Ensuring that the electronic document system workflow stages are being attended and updated by the superintendents.
  • Monitoring the Emerging Requirements such as Legislative, Industry recommended best practices and service letters that will be available on the websites of Class, Flag, OEM etc.
  • Provide input for development, maintenance, and improvement of all HSEMS including issuance of Ship Circulars in coordination with the Senior Marine Manager.
  • Oil Major Vetting Inspection arrangement and coordinator.
  • Identify trends from findings from vetting and other external inspections and initiate actions to avoid recurrence.
  • Ensure that the ships have the necessary information to properly prepare for vetting and other inspections.
  • Maintain good relationship and contact with Oil Majors Vetting Departments.
  • Ensure that the fleet meets the vetting targets defined by commercial operator and the set target for TMSA is met.
  • Ensure that incident investigation is carried out for all serious incidents and initiate actions to avoid recurrence.
  • Supervise the follow up of incident analysis by the superintendents.
  • Responsible for the HSEMS procedures and the continual updating of same.
  • Provide support in evaluation and specification of navigational and communication equipment, support the development of strategy for navigation procedures within HSEMS procedures.
  • Participate and represent the group in external meetings, seminars, and conferences.
  • Monitor all vessels operational performance in co-operation with Commercial Operation Departments.
  • Supervise all loss prevention, experience feedback and reporting of casualties in co-operation with the QHSE department.
  • Ensure that all vessels are managed safely and in accordance with class rules and applicable laws, regulations, and standards.
  • Visit and inspect vessel in his fleet, with special focus on problem vessels and vessels that require special attention.
  • Member of the Emergency Response Team in contingency

Requirements:

  • COC Class I or Degree holder with at least 5-year marine safety, operational experience (for fleet dry vessels) and additional vetting experience (for fleet tank vessels).
  • ISM/ISO/ISPS Auditor qualification is an advantage.
  • Willing to travel & sail with vessel for short voyages and evaluate problems and assist management.
  • Familiar with international and local maritime regulations and requirements.
  • Well versed in English & computer literate (i.e. MS Applications).
  • Strong team player with good interpersonal skills.
  • Good communication & leadership skill to motivate marine team & crews.
  • Able to manage multiple priorities & work under pressure.
  • Proactive, team worker, hardworking and detailed are essential qualities.
  • Strong sense of integrity and professionalism.
