Job summary

Skills and Workforce Development Agency in Singapore is seeking a Senior Manager to oversee central oversight and stakeholder coordination across Workforce and Workforce Digital Services Groups. Qualifications

Responsibilities

  • Conduct reviews of programme policies to assess effectiveness, relevance and alignment with workforce development objectives and prepare papers and presentations for senior management and external stakeholders.
  • Draw, process and analyse data from relevant sources to support programme tracking and reviews; build data reports and identify trends.
  • Support the annual workplan cycle and coordinate across divisions to align with broader objectives.
  • Handle policy-related enquiries from MOM and other ministries; prepare responses to parliamentary questions and budget submissions.
  • Provide secretariat support for high-level committees and meetings; prepare agendas, minutes and follow-ups.
  • Contribute to knowledge management, keeping documents and processes up-to-date and accessible.

Job description

You will be part of a planning team that provides central oversight and stakeholder coordination across the Workforce and Workforce Digital Services Groups. The team plays a key role in shaping how the groups plan, measure, and communicate their work — spanning workplan development,performance tracking, programme analysis and review, and stakeholder engagement.

Your role includes but is not limited to the following areas:

Responsibilities
  • Conducting reviews of programme policies to assess their effectiveness, relevance, and alignment with broader workforce development objectives. This includes scoping, gathering and evaluating evidence, analysing data and developing recommendations for policy or programme improvements. You will also support the development of strategies and implementation plans and prepare papers and presentations for senior management and external stakeholders.
  • Drawing, processing, and analysing data from relevant sources and administrative data to support programme tracking and reviews. This includes building and maintaining data reports, identifying trends and anomalies in datasets, and responding to data queries from internal and external stakeholders.
  • Supporting the annual workplan cycle, gathering inputs from internal teams, coordinating across divisions, and ensuring workplans are consolidated, coherent and aligned to SWDA’s broader objectives.
  • Handling policy-related enquiries from Ministry of Manpower (MOM) and other government ministries and agencies and preparing responses to parliamentary questions and budget-related submissions.
  • Providing secretariat support for high-level committees and meetings, including preparing agendas, synthesising discussions, recording minutes, and follow-up actions.
  • Contributing to maintaining and improving the team's knowledge management practices, ensuring that institutional knowledge, documents, and processes are well-organised, up to date and accessible.
Requirements

Possess:

  • Strong analytical and conceptual abilities, with the capacity to translate broad concepts into discrete policies and identify key issues of relevance
  • Proficiency in data analytics tools, such as Excel or Tableau, and the ability to draw, process, and interpret data independently to support evidence-based decision-making and translating findings into clear, actionable insights
  • Ability to scope and conduct programme or policy reviews, and develop well-reasoned, evidence-based recommendations
  • Familiarity with Python or other programming languages is a plus
