Job description

[What the role is]
You will support and drive dynamic tasks and functions under Planning and Strategy teams, which include the following:

[What you will be working on]

  1. Support the development and implementation of Enterprise Risk Management in WSG
    • Proficiency in developing and refining WSG’s Enterprise Risk Management (ERM) Framework, policies, guidelines and Key Risk Indicators (KRIs)
    • Proficiency in maintaining accurate and up-to-date records of ERM-related documents, preparing regular risk reports for management and stakeholders, as well as leading the reporting of organizational Key Risk Indicators (KRIs) to management
    • Ability to facilitate risk assessment, including risk identification, evaluation and mitigation planning
    • Ability to support scenario planning and stress-testing of key risks to assess the potential impact to WSG’s work
    • Ability to evaluate the effectiveness of the risk management process, escalation process and controls
    • Competencies in promoting a risk-aware culture, and providing guidance and training on risk management principles and practices in WSG
  2. Drive whole-of-WSG work planning, support WSG Board, and performance reporting
    • Proficiency in driving the annual corporate workplan process across WSG
    • Proficiency in undertaking Board secretariat functions and Board engagements, as well as WSG’s annual corporate report
    • Competencies in building and reviewing metrics and indicators to measure output and outcomes, to review and report WSG’s key corporate performance indicators and supporting indicators
    • Competencies in facilitation and engagement, for overseeing and implementing change management in support of WSG 2030
  3. Proficiency in managing secretariat roles and coordination for key platforms and issues, and effective communications with stakeholders
  4. Ability to undertake secretariat functions for key meeting platforms with Minister/ Manpower and Permanent Secretary/ Manpower, and related inter-agency workgroups
  5. Strong liaison skills with the ability to effectively engage with MOM’s policy divisions overseeing WSG’s scope of work
  6. Proficiency in coordinating WSG’s inputs to annual Budget and Committee of Supply debates
  7. Ability to coordinate responses to enquiries from MOM and other agencies on cross-cutting policy matters, parliamentary questions etc

Knowledge/Skills

  • Have a strong understanding of enterprise risk frameworks, principles and concepts
  • Excellent writing and communication skills
  • Strong analytical and critical thinking skills, and able to understand issues beyond the surface
  • Good project management and problem-solving skills
  • Have a good understanding of public governance and its principles
  • Skills to derive data-driven insights and understand quantitative data to conduct data analysis and risk modelling to analyse trends and support scenario planning
  • Familiarity with public sector governance and risk is preferred
