Job description

What the role is:

The Resource and Performance Management team works closely with MOM senior management, MOM departments and Statutory Boards to ensure resources are allocated strategically in support of MOM’s strategic outcomes and in line with MOF directives. The team also manages MOM's organisational health, performance and risk management, including taking timely interventions to drive and improve it so that MOM can effectively fulfil its mission and vision.

What you will be working on:

• Assess MOMHQ manpower requests and provide recommendation on the proposed support based on MOM’s prioritisation criteria, which include alignment with MOM’s strategic priorities, extent of expected benefits/returns and business criticality• Develop plans and materials to communicate MOM’s strategic directions and resource requests to central agencies• Conduct reviews and collate annual results of MOM’s key performance indicators, assess performance with input from MOM divisions and departments, develop actionable recommendations and prepare submissions and reports for public reporting and internal updates to senior management• Drive enhancements to MOM’s Organisational Health (OH) for MOM to be fit for purpose and future-ready by developing the OH dashboard, monitoring the results and ensuring timely interventions are taken to improve MOM’s OH• Develop, implement, and review MOM’s Enterprise Risk Management Framework to strengthen assurance and ensure MOM’s risks are managed comprehensively. This includes conducting horizon scans to identify emerging risks, monitoring the results of key risk indicators and ensure appropriate mitigating measures are put in place to address MOM’s risks as well as build up MOM’s risk culture.

To excel, you should be:• Self-motivated and able to work independently, whilst exercising judgement to surface issues for guidance as needed• Able to manage ambiguity and have a can-do attitude, with an inclination towards action and willingness to learn• A team player who can work with others to find common ground, generate win-win ideas• Able to analyse and synthesise both qualitative and quantitative inputs to come up with coherent conclusions even in the absence of complete information
