Job description

Overview

The incumbent will be responsible for External Operations functions, including planning, developing, and executing Business Continuity Plans in collaboration with NUHS institutions (e.g., hospitals, polyclinics, Emergency Preparedness teams) and external stakeholders (e.g., MOH, government agencies, community partners). This role involves managing crises during national or civil emergencies, disease outbreaks, etc.

For real-time monitoring, control, and response, the incumbent will develop the Concept of Operations, establish operational cell groups for decision-making, and coordinate resources and logistics. Responsibilities include setting up facilities and equipment, deploying manpower, executing SOPs/workflows, and reporting incidents to MOH/NUHS. The role also involves formulating EP policies and incident response plans, conducting drills, tabletop exercises, and ground deployment exercises.

During peacetime, the incumbent manages daily activities related to resident enrolment, straggler management, social prescribing, and supporting initiatives like MOH Healthier SG and Age Well SG. Engagement with community partners to improve health and social outcomes is also part of the role.

Key Responsibilities:

  1. Leadership and Resource Management: Organize and grow the team of ambassadors and executives to execute NUHS RHSO strategies for resident enrolment, straggler management, and health plan completion, aligned with initiatives like Healthier SG and Age Well SG.
  2. Process Management & Resource Allocation: Design and optimize processes for resource efficiency, including creating a central dashboard for operations and a repository of SOPs and FAQs.

Quality Management and Continuous Improvement: Identify growth opportunities and implement improvements to foster innovation.

Stakeholder Management: Collaborate with internal and external stakeholders to enhance processes, including working with PHI POCs, RHSO Communications, IT partners, and MOH HSG office for deployment, communication, IT support, and reporting.

Support crisis response planning and operations as part of emergency and pandemic preparedness, including:

  1. Timely escalation of incidents and crises as duty officer
  2. Responding to outbreak incidents within the RHSO operations command centre
  3. Data analysis and trend monitoring to inform operations
  4. Coordination of safety incidents and improvement programs
  5. Providing secretariat support to MOH/Cluster steering committees

Requirements

  • Diploma or degree in any discipline, preferably in Healthcare
  • 6–8 years of work experience, with at least 4 years in a supervisory role
  • Confident in working with all levels of stakeholders
  • Strong organizational skills
  • Ability to work in fast-paced, dynamic environments both indoors and outdoors
