The Healthcare Infrastructure Projects Division is a multidisciplinary team consisting of medical planners, architects, engineers, project managers, quantity surveyors, and asset management professionals, supporting the development and building of public healthcare infrastructure projects such as regional and community hospitals, specialist centres, polyclinics and nursing homes to prepare for future demand.

SUMMARY OF THE ROLE

In this role, you will interface closely with the hospital operators and experts in the medical planning fraternity and acquire design sensibility for niche and complex typology of hospital design. This role also provides the opportunity to engage with internal and external senior managements, which is valuable for personal development and professional networking.

JOB RESPONSIBILITIES

Manage stakeholders’ engagement at MOH/H and public healthcare sector level

  • Support building relationships and fostering trust among stakeholders to support healthcare development objectives, ensuring seamless integration of spatial, functional and operational requisites.

  • Actively engage clusters, consultants and contractors for an integrated project delivery process throughout all project phases.

Participate in various public healthcare sector level infra-related projects and support procurement process for consultancy services

  • Document any outstanding issues from engaging multiple authorities during land use consultation for resolution.

  • Conduct space utilisation analyses, determine space requirements and provide solutions to meet evolving space needs through benchmarking and evidence base design.

  • Prepare relevant EOI, ITT and recommendations documents for the procurement and appointment of consultants in compliance to MOHH’s SOP.

  • Furnish relevant project data such as Schedule of Accommodations (SOA) from the evaluation of submitted planning information such as Macro Planning (health system/ facility master plans) and Micro Planning (Key planning units and functional planning units in healthcare facilities) matters with benchmarking comparisons and operations planning flows in considerations for the preparation of gateway processes.

Review, develop and maintain up-to-date design / technical documents and review processes for development of healthcare facilities

  • Research and develop relevant Singapore specific design and/or technical documents.

  • Research and develop design briefs for consultants’ tender documents and requirements from the articulation of the established guidelines and standards.

  • Maintain standards are initiated and adhered to by consultants in the healthcare project.

  • Document findings from submission review for Design Review Management Plans (DRMP) that outline and implement the principles from the established standards to healthcare projects.

Acquire domain knowledge and build technical expertise on architectural, interior and medical planning trends that are relevant for implementation in development of healthcare facilities

  • Research and enhance design briefs for consultants’ tender documents and requirements from the articulation of the established guidelines and standards.

  • Research and develop design briefs for consultants’ tender documents and requirements from the articulation of the established guidelines and standards.

  • Maintain standards are initiated and adhered to by consultants in the healthcare project.

  • Document findings from submission review for Design Review Management Plans (DRMP) that outline and implement the principles from the established standards to healthcare projects.

  • Conduct research, complete data analyses, and publish appropriate papers for presentation at local and international conferences.

  • Proper documentation of lessons learned of site visits to local and international healthcare facilities for possible sharing of relevant knowledge.

  • Participate in various R&D programs in healthcare and medical planning for possible implementation.

  • Acquire and stay current with relevant professional body of knowledge.

JOB REQUIREMENTS

  • Job-related bachelor's degree and above. i.e. Architecture, Interior Design

  • Knowledge of technical aspects relating to healthcare is essential.

  • Relevant knowledge in healthcare code of practices and guidelines.

  • Proficient interpretation skills for figures, statistics and policies.

  • Have excellent communication skills including diplomacy in influencing a wide variety of stakeholders and internal staff.

  • Strategic, methodical and logical mindset/ orientation.

  • Strong presentation, verbal and written communication skills.

  • Excellent in planning, organisation and management skills.

  • Licensed Architect preferred.

  • Minimum 10 years of post-graduate experience in Architecture / Interior Design with minimum 3 years exposure to the planning and design of healthcare projects
