Job description

What the role is:

The Maritime and Port Authority of Singapore (MPA) is the government agency tasked to develop Singapore as the premier Global Hub Port and leading international maritime centre. The Human Capital Development and Industry Workforce Planning teams are part of the Innovation, Technology & Talent Development Division that focuses on catalysing the transformation of the maritime industry, through the development of a vibrant innovation ecosystem with strong technological capabilities, building new or growing enterprise capabilities that is supported by an agile and competent workforce equipped with a global mind-set.

What you will be working on:

Both the Human Capital Development and Industry Workforce Planning teams work together to oversee the manpower development strategies and plan for Singapore’s maritime industry. They monitor and analyse trends in the maritime industry and workforce, and formulate targeted strategies to facilitate industry transformation, using a data-driven and high-touch engagement approach. Through these targeted strategies, the teams aim to attract and retain talent as well as nurture the workforce to be ready for emerging jobs as we continue to push for digitalisation, innovation and decarbonisation in maritime.

You will help drive the team’s work in formulating policies and strategies that contribute to growing a pipeline of future-ready manpower, and ensure that maritime companies can access high quality complementaryglobal professionals while improving workforce diversity and building a strong Singaporean core. You will work closely with local institutes of higher learning and training service providers in Singapore to develop a diverse and quality education and training landscape. You will also be required to engage with industry stakeholders such as international shipping companies and industry associations, as well as collaborate with relevant government organisations on manpower programmes.

Your major roles and responsibilities include (but not limited to):

  • Keep informed on the latest developments relating to Singapore’s national manpower policies and ensure that these take into consideration the developments in the maritime industry.
  • Provide analysis of the maritime manpower landscape as and when required and present the information to management.
  • Keep abreast of trends and developments in maritime education and training, both in Singapore and overseas. Provide timely updates and analysis on such developments to management.
  • Lead in the formulation, implementation and/or review of initiatives and projects which are impactful on the development of maritime manpower in Singapore.
  • Work with local institutes of high learning(ITE, polytechnics and universities) to ensure that the education programmes and curriculum are targeted at the needs and skills requirements of the maritime industry.
  • Identify and implement programmes in partnership with internal and external stakeholders to raise awareness of the maritime industry and career opportunities.

What we are looking for:

  • Minimum 5 years of working experience in managing manpower-related programmes is an advantage.
  • Possess excellent communication (including written and presentation skills) and problem-solving skills
  • Able to structure issues, ideas and solutions clearly and concisely
  • Resourceful, analytical and meticulous
  • Possess good time management skills
  • Able to take initiative and work independently, as well as in a team.
