Job description

What the role is:

The Strategy, International & Research (SIR) Directorate oversees and drives MSF’s strategic planning, transformation, international engagement, as well as research and analytics efforts to achieve MSF’s strategic outcomes. As part of the Transformation Division in SIR, you will be involved in a cross-functional team to drive MSF’s data strategy, formulate data governance policies/processes and build data capabilities within MSF. Reporting to the Senior Assistant Director (Data Governance Office) of the Transformation Division within SIR, you will be part of a high-performing team of officers who are committed to driving data transformation within MSF and the social service sector.

What you will be working on:

Join us in shaping MSF's data transformation journey. We are seeking a skilled professional to help implement MSF's Data Plan and enhance our data management capabilities. Key Responsibilities:
  1. Undertake data integration initiatives by working closely with MSF Divisions and other government agencies to incorporate their datasets into our centralised data analytics platform.
  2. Maintain and update data governance frameworks within the analytics Platform to ensure compliance with IM8 policy requirements.
  3. Establish and monitor data quality standards, ensuring all datasets meet required quality thresholds.
  4. Serve as the enterprise data steward for the analytics platform, overseeing data management practices and maintaining data integrity across the platform.
  5. Support data requests to external agencies and data platforms within Singapore’s Public Service.

What we are looking for:

  1. Experience with data quality management (i.e resolution of erroneous and duplicate records) and data stewardship.
  2. Knowledge of data integration processes (e.g knowledge of APIs) and ETL (Extract, Transform, Load) concepts.
  3. Familiarity with data analytics platforms (e.g DataBricks) and data management tools.
  4. Understanding of data security and privacy requirements, particularly IM8 policies.
  5. Basic SQL knowledge and data manipulation skills (e.g. CRUD operations, Table Joins, Group By and subqueries).
  6. Ability to document processes and maintain documentation (preferably some knowledge of Confluence and Jira).
  7. Strong communication skills to explain technical concepts to non-technical audiences.
  8. Collaborative mindset and team player attitude.
