SUMMARY OF THE ROLE

In the role, the incumbent will assume the role of to assist the Head, Commissioning & Engineering Management (CEM) on areas of concept, schematic and detailed design of healthcare facilities/infrastructure from the perspective of facility operations and functional design, referencing to Design for Maintainability, Operability, Safety & Security (MOSS) outcomes.

He/She will be tasked to actively assist and guide the HIPD team on developing a collective and collaborative guideline on Healthcare Facilities/MEP Systems inspection, testing & commissioning which includes validation and verification with occupiers/users. This entails long, mid and short-term strategic and meticulous planning to ensure that the Healthcare Facilities/MEP Systems design fulfills the continuous and uninterrupted operations of healthcare building/facility, plantrooms, equipment and all infrastructural assets.

Upon planning, he/she will assist the project team to establish and execute a systematic process that involves verifying and documenting that all building systems and features are present and perform interactively according to the intent of the design and the organization’s (Public Healthcare and Institutions) needs.

He/she will be required to take on any other responsibilities that relates total facility commissioning and MOSS design and implementation.

JOB RESPONSIBILITIES

Identify new MEP and Building Services technologies that are relevant to Design for Maintainability, Operability, Safety & Security (MOSS) process and implementation in the development of healthcare facilities.

  • Develop and implement MOSS guidelines and KPIs through collective collaboration and engagement with healthcare user/occupier and stakeholders for the needed implementation for hospital infrastructure projects in achieving its targets.

  • Provide guidance and assist the project team in ensuring adequate MEP provision for HIPD Healthcare Facility Development by establishing Design for Maintainability, Operability, Safety & Security (MOSS) processes.

  • Meet with industry vendors and professional practitioners to remain updated on current and latest technologies trends and systems.

  • Attend study trips and relevant seminar and conferences where required and necessary.

Actively collaborate with project development team thru engagement of user/occupier to review and develop a collective testing and commissioning procedures for facilities and MEP infrastructure systems.

  • Coordinate with project team and attend early engagement discussions/meetings with occupier and stakeholders in establishing a collective MEP/Facility inspection and Testing & Commissioning (T&C) guidelines.

  • Assist to standardise the inspection and T&C process/guidelines throughout the construction to ensure smooth handover of project completion. The process/guidelines set shall be acknowledged and endorsed by occupier/stakeholders.

  • Assist in defining the scope of boundaries under the T&C programme and establish an effective inspection and test procedures along with the integrated buildings system performance.

  • Attend and witness FATs & SATs for selected major MEP plant and systems for the development projects.

  • Lead and witness every stage of commissioning which includes Integrated System (Scenario) Tests for the major plant and systems.

Oversee MEP design review and provision, based on healthcare operational processes for the development of healthcare facilities.

  • Continous review of healthcare’s MEP design of infrastructure systems, keeping abreast of and adhere to evolving statutory requirements and revised codes of practices and industry best-practices on healthcare engineering disciplines.

  • The inspection and T&Cs guidelines/procedure has to fundamentally be referred and guided by Healthcare Facility Design Standards, Infection Prevention and Control Specification 2024, TR114:2023 – MEP Design for Healthcare Facilities, Design for Safety (DfS) – WSH Regulation 2015, Design for Maintainability (DfM) Guideline, MOH’s Ensure Safer Systems (JCI), relevant COP/SS requirements, industry standards and regulations etc.

  • Sourcing of new healthcare built environment related technologies that would assist in improving /eliminating operational ineffciencies of healthcare facilitites.

  • When required, to review of MEP related design documentations for the respective development projects.

  • To introduce and incorporate environmentally friendly/sustainable technologies/solutions i.e. SMART FM, GM compliant etc. into various MEP systems/applications where possible from time-to-time.

Assist the project development teams with the assessment of the operational quality and intentions of MEP systems implemented for development projects.

  • Attend MEP related design meetings and discussions for development projects.

  • Carry out periodic MEP related site inspections with the project development teams for their respective projects.

  • To devise a communication plan and update the reports and other communications, periodically throughout the project progress.

  • Organize/maintain all inspections, testing & commissioning documentation and maintain good record for project administration and auditing purposes.

  • Assist project team to establish and execute a systematic process that involves verifying and documenting that all building systems and features are present and perform interactively according to the intent of the design and the organization’s (Public Healthcare and Institutions) needs.

To lead in remaining relevant/updated on the latest MEP Building and Authority Codes (Fire Codes, Singapore Standards, International Standards) required for Healthcare Development Projects

  • Attend relevant seminars & courses conducted by professional bodies and authorities.

  • Join and participate in activities organised by professional bodies (e.g. ASHRAE, IES, PEB, BCA, NEA, PUB, SCDF, HTM, etc)

  • Collaborate internally with HIPD team to develop and maintain a technical resource library for the inpection, testing & commissioning of facilities/MEP systems and services in healthcare’s-built environment.

JOB REQUIREMENTS

  • Engineering Degree in Engineering or Facilities/Built Environment discipline from a recognised university. (Candidate without a recognised degree or with technical diploma and with more than 15 years of relevant healthcare facilities and engineering design/commissioning experience may be considered)

  • Proficiency in engineering tools such as AutoCAD, BIM and able to read engineering and technical drawings. Proficiency with general office PC applications (i.e., word processing, spreadsheets).

  • Familiar with BIM modelling, BIM FM, SMART FM etc. related applications and good insights in projects & contract management, procurement methodologies and evaluation/assessment of engineering cost norms.

  • Matured, able to lead a small group of managers/assistant managers.

  • Ability to work across teams and collaborate with other offices for work synergies. Able to anticipate user needs, multitask and manage change of evolving healthcare environment/requirement.

  • Possess initiatives and a keen sense in the evolving healthcare facilities operations and engineering design requirements.

  • Good analytical and organisational skills with strong leadership skills, structured with strong work ethics.

  • Resourceful, good team player, result driven and able to work independently in a fast-paced environment.

  • Has a natural interest for innovative operational technology and application.

  • Has an obvious safety mindset and displays good WSH behavior.
