Job description:

The successful incumbent will assist the Deputy Director / Assistant Director in overseeing and managing the smooth running of the day-to-day operations in the Business Office. The key responsibilities include but are not limited to:

  1. Manage a team of staff performing billing activities, ensuring patients' bills are processed promptly and queries from patients and stakeholders are attended to efficiently.
  2. Liaise with MOH, CPF Board, Insurers, and other relevant authorities on health finance policy matters.
  3. Ensure the timely submission of claims to third-party payors (e.g., CPF Board, Private Medical Insurance, MCPS) and work closely with them to resolve claims issues, including billing errors.
  4. Manage and ensure correct system setup for billing, counter collection, and GL postings.
  5. Support management decision-making by performing data extraction, collation, and business analysis as needed.
  6. Ensure timely reporting to stakeholders, including MOH, and compliance with regulatory requirements.
  7. Participate in meetings and workgroups, collaborating on issues impacting patient billing, and ensure new or revised policies are communicated to and followed by clinic operations and ground staff.
  8. Provide supervision, guidance, and training to the team.
  9. Facilitate external audits and participate in projects as assigned by senior management.

Job Requirements:

  • Recognized Degree in Accountancy, Business Administration, or related fields.
  • At least 8 years of relevant working experience, preferably in a healthcare setting, with a minimum of 4 years in a managerial role.
  • Excellent communication and interpersonal skills.
  • Team player capable of managing cross-functional and institutional relationships.
  • Able to work independently and handle tight deadlines, adept at managing complex, ambiguous, and challenging situations.
  • Proficient in Microsoft Office and advanced Excel skills, with experience in data analysis.
