Job description

What the role is:

As Manager (Research & Technology Management) of the Technology & Engineering Department, you will coordinate and facilitate all R&D activities within PUB, ensuring projects align with PUB’s Technology Roadmap objectives and targets. You will also be responsible for securing funding and ensuring compliance with Government grant, procurement, and financial manuals.

What you will be working on:

Your main roles and responsibilities include, but are not limited to:
  1. Planning, executing, and managing the entire pre-award process from proposal submission to evaluation, including internal evaluation, international peer review, PUB and PEP meetings, and the final project award process.
  2. Managing administrative and logistical processes, providing comments and evaluations as the secretariat to the PEP to ensure seamless transition from proposal submission to project award.
  3. Planning and executing Global Innovation Challenge / Grand Challenge to crowdsource innovations and solutions from the global community.
  4. Building and maintaining an idea bank to consolidate PUB’s needs and challenges.
  5. Serving as a liaison between the organization and funding agencies, building and maintaining relationships with program officers and other relevant stakeholders.
  6. Managing R&D projects closely to ensure they are on schedule and well-managed according to guidelines, with timely updates to management.
  7. Conducting periodic reviews of R&D project guidelines and guidebooks to ensure alignment with Government IM and other relevant manuals, and disseminating updates to PIs and project managers.
  8. Supporting the operation, maintenance, and enhancement of PUB Grant Management System to ensure platform functionality and compliance with IT policies.
  9. Reviewing Intellectual Property policies periodically to ensure effective management and safeguarding PUB’s interests.
  10. Managing data collection and analysis to inform grant strategies and improve service delivery.
