Strengthen governance and achieve value-for-money in procurement; and provide effective and efficient administration services in support of People’s Association’s objectives.
You will be part of the procurement team to:
- Provide guidance to PA staff as an expert on procurement to ensure the applied methodologies would optimize the benefits of value-for-money for PA and GROs.
- Assist in the review of PA procurement policies supported by data-driven analysis of procurement data to assess effectiveness of procurement governance.
- Administer, review and enlarge commonly used goods and services for demand aggregation to meet business needs and enhance overall procurement performance.
- Review procurement documents and ensure implementation of procurement templates and guidelines by PA staff to ensure compliance with existing requirements.
- Engage stakeholders independently to provide advice on appropriate methods at pre-publication stage, and explore alternatives when situation is ambiguous or complex.
- Oversee coordination of procurement trainings of PA staff to ensure they have up-to-date and clear understanding of procurement processes to perform their respective roles effectively.
- Analyze gaps in procurement evaluation and identify developmental needs of PA staff to strengthen their procurement competency sustainably through e-learning.
- Oversee management of WOG & PA procurement systems, guide and monitor Divisions on the proper use of systems for their procurement operations.
- Design, build and enhance systems by leveraging on technology to digitalize and automate processes with more streamlined workflows to make procurement more efficient.
Other ad-hoc duties not covered under main responsibilities and duties:
- Represent A&P in Working Committees as required.
- Serves as PA procurement system Lead/Administrator.
- Any other duties assigned under Administration and Procurement Division.
Experience
Minimum - At least three years of relevant working experience in procurement related roles such as procurement requestor, partner or analyst, etc.
Desired – At least three years of procurement experience with good understanding on the Instruction Manual on Procurement and/or Grassroots Rules and Regulations.
Others
Possess good analytical, communication and writing skills, and able to work independently.
