Job description

Core Accountabilities / Responsibilities:

  • Develops and implements Standard Operating Procedures (SOP) and guidelines.
  • Responsible for overall manpower planning, deployment, scheduling, coordination, and supervision of the department.
  • Prepares overall manpower loading and reports to management.
  • Ensures the execution of the Project Execution Plan (PEP), including project schedule and budget control.
  • Oversees budgeting, reporting, planning, and auditing.
  • Coordinates with other departments for smooth operations.
  • Manages the Operation Department, overseeing all day-to-day project activities.
  • Promotes a company culture that encourages top performance and high morale.
  • Identifies and addresses risks and opportunities for the company.
  • Develops risk management contingency plans for departmental operations.
  • Organizes the Occupational Health and Safety (OHS) Committee and leads as team leader.
  • Conducts monthly safety meetings with the OHS Committee.
  • Enforces OHS requirements for staff and workers at the workplace.
  • Supports worker communication with the management team.
  • Ensures proper documentation is maintained within the department.
  • Identifies and records workers’ skills and competencies.
  • Recommends workforce training and courses to management based on operational needs.
  • Approves leave applications for the operations team.
  • Manages requests for labor supply and coordinates with HR according to project needs.
  • Conducts ship inspections as required.
  • Initiates post-project review meetings after project completion.

Requirements & Qualifications:

Education & Certifications:

  • Bachelor’s degree in engineering, Business Management, Operations Management, or related fields.
  • Certifications in Project Management (e.g., PMP) – advantageous.
  • Occupational Health & Safety Certification (e.g., OSHA) – advantageous.

Experience:

  • Relevant maritime or logistics certifications (if applicable).
  • Minimum 5–10 years of experience in operations, project management, or manpower planning.
  • Proven track record in managing teams, workforce planning, and operational execution.
  • Experience in budgeting, auditing, and compliance.
  • Prior experience in the marine, shipyard, or construction industry (if applicable).
