Job description

You will be overseeing the management and maintenance of our Staff Quarters (SQ), ensuring operational readiness and exceeding resident expectations. This role requires a strong understanding of M&E building services, sustainability initiatives, and government regulations.

Responsibilities:

  1. Project & Contract Management: Manage and execute projects within the SQ, including retrofits, fit-outs, and sustainability implementations. Regular site visits and meetings are crucial to ensure project and contract compliance.
  2. Facilities Management: Supervise and guide the Managing Agent (MA) and contractors to maintain high operational standards, aligned with KPIs set by relevant government agencies.
  3. Budget Management: Plan, formulate, and manage both operating and capital budgets.
  4. Asset Management: Develop and execute ISO 55001 Asset Management plans for the SQ.
  5. Stakeholder Management: Manage key stakeholders, including the SQ Managing Agent, government agencies, and internal users, to address facilities-related issues and ensure compliance.
  6. Project Coordination: Manage and coordinate various project works, such as system upgrades, renovations, and infrastructure replacements.
  7. Technical Advisory: Provide technical advice and support on infrastructure issues, reviewing proposals for facilities-related projects.
  8. Emergency Preparedness: Assume the role of Safety Management Committee (SMC) member and ensure prompt service recovery for critical equipment breakdowns.
  9. Contract Management: Manage technical and service contracts, including tender documentation and licence agreements.
  10. Reporting & Analysis: Compile, collate, and analyze operational data and reports for regular meetings.
  11. Assist with other duties as required.

Requirements:

  1. Degree in Engineering with a minimum of 8 years' relevant experience in building services, project management, or staff quarters/co-living space management.
  2. Strong knowledge of government procurement procedures, building & statutory regulations, and the Foreign Employee Dormitories Act (FEDA) is essential. Sound knowledge of building and M&E systems is required.
  3. SCEM, FSM, and GMFM certifications are highly advantageous.
