Job summary

VisionPower Semiconductor Manufacturing Company Pte. Ltd.

(VSMC) in Singapore seeks a seasoned Head of Learning & Development to lead strategy, design, and delivery of technical and leadership training across the organization. You will partner with Fab Operations, Engineering and senior leaders to build competency frameworks, training matrices and career pathways that support the technology roadmap and ramp-up efforts.

Qualifications

• Bachelor’s degree in HR, Business Administration, Education, Engineering or a related discipline.
• 8+ years of experience in Learning & Development, Talent/Organisational Development or related field.
• Experience managing learning programmes for technical, manufacturing or 24/7 operations.
• Experience in competency frameworks, qualification systems and LMS administration.
• Strong stakeholder management, communication, facilitation and programme management skills.
• Experience supporting greenfield facility or production ramp-up advantageous.

Responsibilities

• Develop and execute the L&D strategy to support business objectives and technology roadmap.
• Lead orientation and on-the-job programmes across functions (Fab Ops, Engineering, Facilities, Quality, corporate).
• Partner with leaders to identify competency requirements and develop technical, operational, leadership and behavioural programmes.
• Establish role-based competency frameworks, training matrices and career development pathways.
• Manage the Learning Management System (LMS) and ensure accurate records and compliance.
• Develop train-the-trainer programmes and internal knowledge-transfer channels.
• Manage partnerships with educational institutions, government agencies and external providers.
• Monitor training effectiveness through assessments, reports and feedback; drive continuous improvement.
• Lead engagement surveys and action planning to improve workplace culture.
• Manage L&D budget, vendors, leadership development and succession planning.

About VSMC

VisionPower Semiconductor Manufacturing Company Pte. Ltd. (VSMC) is a joint venture between Vanguard International Semiconductor Corporation (VIS) and NXP Semiconductors (NXP), with a 300mm wafer manufacturing facility in Singapore serving the automotive, industrial, consumer and mobile markets.

Key Responsibilities

• Develop and execute the Learning and Development strategy to support VSMC’s business objectives, technology roadmap, production ramp-up and workforce capability requirements.
• Lead structured orientation and OJT programmes for employees across all functions, including Fab Operations, Engineering, Facilities, Quality and corporate functions.
• Partner with functional leaders and subject matter experts to identify competency requirements and develop relevant technical, operational, leadership and behavioural programmes.
• Establish and maintain role-based competency frameworks, training matrices, qualification standards and career development pathways.
• Manage the Learning Management System (LMS), ensuring accurate training records, effective reporting and compliance with applicable company policies and regulatory requirements.
• Develop train-the-trainer programmes and internal knowledge-transfer channels to strengthen technical capability and support workforce development.
• Manage partnerships with educational institutions, government agencies and external training providers to build sustainable local talent pipelines.
• Monitor training effectiveness through competency assessments, qualification results, performance indicators and employee feedback, and drive continuous improvement.
• Lead company-wide engagement surveys and partner with functional leaders to drive post-survey action planning to continuously improve workplace culture.
• Manage the L&D budget, vendors and learning programmes, while supporting leadership development, employee engagement and succession planning.
• Perform any other ad hoc duties as assigned or required by Management.

Education Qualifications & Essential Experience

• Bachelor’s degree in human resources, Business Administration, Education, Engineering or a related discipline.
• At least 8 years of relevant experience in Learning and Development, Talent Development, Organisational Development or a related field.
• Experience managing learning programmes for a technical, manufacturing or 24/7 operational workforce, preferably in the semiconductor industry.
• Experience in competency frameworks, technical training, qualification systems, career development and LMS administration.
• Strong stakeholder management, communication, facilitation and programme management skills.
• Experience supporting a greenfield facility, manufacturing start-up or production ramp-up would be advantageous.

• Understanding of semiconductor manufacturing operations and technical workforce requirements.
• Experience developing internal trainer networks and structured knowledge-transfer programmes.
• Ability to use learning data and feedback to evaluate programme effectiveness and drive improvements.
• Strong organisational skills and the ability to manage multiple priorities in a fast-paced, multicultural environment.
• A professional qualification in Human Resources or Learning and Development, or a relevant postgraduate qualification, would be advantageous.
