Job description

  • IT Procurement Processes
    • Provide guidance and undertake IT procurement, including the preparation and issuance of Request for Information (RFI), Invitation to Quote (ITQ) and Invitation to Tender (ITT) documents.
    • Collaborate with stakeholders to define ITQ and ITT evaluation criteria, liaise with tenderers for briefings and presentations and facilitate clarifications with tenderers.
  • Needs Identification and Standardization
    • Work with university offices to identify IT procurement needs, ensuring cost-effective agreements aligned with strategic objectives.
    • Standardize and consolidate purchases to achieve cost savings and streamline procurement processes.
  • Contract Agreement Maintenance
    • Maintain a comprehensive list of all IT contract agreements, including procurement contracts, Letter of Acceptance (LOA), leasing agreements, and maintenance contracts.
    • Ensure timely renewal of maintenance contracts procurement needs and standardize purchases to achieve cost savings.
  • Leasing Contracts Management
    • Negotiate and manage leasing contracts for IT equipment, ensuring cost-effective agreements that align with the university's strategic objectives and budgetary requirements.
  • Contract Negotiation
    • Collaborate with the Office of Procurement to negotiate contracts with vendors and suppliers.
    • Ensure compliance with regulatory requirements and industry standards during negotiations.
  • Contract Lifecycle Management
    • Manage the contract lifecycle from initiation to approval, execution, renewal, managing contracts in the Contract Document Management System.
    • Ensure compliance with contractual obligations and monitor contract performance.
  • ITQ/ITT Evaluation
    • Participate in tender evaluations, prepare evaluation reports, and seek approval for contract awards.
    • Evaluate vendor proposals with stakeholders to select suitable IT vendors.
  • Vendor Management
    • Maintain relationships with IT vendors, manage supplier performance, negotiate pricing, and resolve disputes.
    • Collaborate with the Office of Procurement to optimize vendor relationships.
  • IT Procurement System
    • Be familiar with procurement systems to manage procurement processes, track contract milestones, and facilitate communication with vendors and internal stakeholders.
    • Ensure compliance with university policies and procedures regarding procurement system usage.
  • Sustainable Procurement
    • Source for environmentally friendly and sustainable IT products and services, ensuring compliance with green procurement standards.
    • Ensure all IT procurement activities align with environmental regulations and SMU sustainability goals.

Qualifications

  • Bachelor's degree in a related field.
  • Minimum of 5 years of experience in IT procurement, contract management, or vendor relations.
  • Proficiency in IT procurement processes, contract negotiation, and vendor management.
  • Experience in preparing and issuing ITQ and ITT documents and conducting tender evaluations.
  • Familiarity with contract management software and procurement systems.
  • Knowledge of regulatory requirements for IT procurement.
  • Excellent negotiation and communication skills.
  • Strong leadership and problem-solving abilities.
  • Collaborative mindset and ability to work effectively in a team.
  • Detail-oriented with a commitment to accuracy in contract management.
  • Experience in procurement of IT Equipment and Services.
  • Experience in using procurement systems, Ariba preferred.
