Job summary

Qualifications

  • Minimum of 5 years’ HR experience in a complex, large-scale environment.
  • Deep understanding of Singapore’s Employment Act and industrial practices.
  • IHRP Certification is preferred.

Job description

Purpose of the Role

Be the driving force behind the people strategy for our Singapore One Rail. As Manager, HR & Training, you’ll oversee daily HR operations while acting as a strategic partner to leadership. From building an engaged workforce and navigating industrial relations to overseeing talent pipelines and workforce capability, your impact will be felt on every train track and team member alike.You will be temporary based at Gali Batu depot and permanent working location shall be Tengah depot.

Key Responsibilities

HR Leadership & Strategy

  • Lead the full spectrum of HR generalist functions, ensuring operational excellence across recruitment, employee relations, performance management, and compliance.

  • Translate strategic business goals into practical HR initiatives that support rail operations and workforce development.

  • Mentor and support HR professionals within the Rail team to foster capability growth and career development.

Business Partnering & People Advisory

  • Serve as a trusted advisor to leaders—resolving conflicts, supporting performance improvements, and steering organizational change.

  • Champion employee engagement by driving initiatives that promote inclusion, innovation, and an exceptional employee experience.

  • Manage employee life-cycle events including onboarding, internal mobility, and exit interviews with actionable insights to improve retention.

Industrial Relations (IR)

  • Be the bridge between management and union—ensuring mutual trust, regulatory compliance, and harmony in labor relations.

  • Represent the company in union negotiations and work closely with the IR Centre of Excellence on collective agreements and union activities.

  • Resolve grievances, manage appeals, and mitigate labor risks through strategic communication and conflict resolution.

Talent Acquisition

  • Own end-to-end recruitment for the Rail Business—identifying, attracting, and onboarding the right talent to power Singapore’s rail systems.

  • Partner with Shared Services to enhance recruitment strategies, candidate experience, and workforce planning.

  • Champion diversity and inclusion in hiring to reflect organizational values and future-readiness.

Compensation, Benefits & Employee Service

  • Collaborate with the C&B team to administer benefits programs, medical schemes, and wellness initiatives tailored to our rail workforce.

  • Ensure accurate and timely processing of leave, claims, insurance, driver medicals, uniforms, and LTA passes.

  • Advise stakeholders on employee benefits across ranks and ensure compliance with regulatory policies including WICA and work pass matters.

Payroll & HR Systems

  • Coordinate with Shared Services on compensation inputs, HRIS updates, time attendance, and incentive schemes.

  • Maintain accuracy in job titles, cost center allocation, and support manpower reporting for LTA and internal reviews.

Learning & Development

  • Partner with the Rail Training Institute (RTI) and OD to identify training needs, manage training assets, and roll out developmental programs.

  • Consolidate Individual Development Plans (IDPs) and curate the Total Learning Plan to support upskilling and talent growth.

  • Manage training budgets with transparency and accountability.

General Administration

  • Oversee fixed assets, handle HR-related dispatch services, and ensure seamless invoice processing and accruals.

  • Coordinate with departments on audits, budgets, and system improvements in partnership with COEs and Shared Services.

Additional Responsibilities

  • Attend to employee matters at stations, depots, or work premises when required.

  • Lead or support engagement events, retreats, long service awards, and festive celebrations.

  • Take on cross-functional HR projects and act as the HR Learning Coordinator where needed.

What You Bring

Qualifications:

  • Degree in any discipline with a Graduate Diploma in Human Resource Management.

  • Minimum of 5 years’ HR experience in a complex, large-scale environment.

Skills & Competencies:

  • Deep understanding of Singapore’s Employment Act and industrial practices.

  • Skilled in Microsoft Office Suite; Power BI proficiency is a plus.

  • Strong communication, advisory, and stakeholder management skills.

  • Analytical mindset with strong organizational and planning abilities.

  • IHRP Certification is preferred.
