Job description

Position Overview

As the Manager of Human Resources & Finance, you will play a critical dual-role in aligning people and financial strategies with Tucker Medical’s operational and growth objectives. Reporting directly to the Strategic Operations Director, you will be the single point of contact for both HR and finance, making this a highly visible, impactful, and autonomous role within the organization.

Role:

This single-contributor role encompasses both strategic and operational responsibilities across Human Resources and Finance. You will:

  • Provide direct, hands-on support to people managers, senior leadership, and business units.

  • Drive the planning and execution of HR and Finance activities aligned with company objectives.

  • Ensure organizational compliance with all relevant employment and financial regulations.

Job Responsibilities

Human Resources

  • Talent Acquisition & Onboarding

    • Lead end-to-end recruitment, from strategy and sourcing to offer, onboarding, and retention planning.

    • Advise department heads on manpower planning and staffing strategies.

  • Employee Lifecycle & Performance

    • Oversee performance review cycles, talent development, employee communications, and exit processes.

    • Plan and execute the HR annual calendar (e.g., merit reviews, bonuses, budgeting, payroll, cost efficiencies).

  • Engagement & Compliance

    • Drive employee engagement, culture building, and corporate events.

    • Manage/ execute corporate partnership programs.

    • Ensure compliance with manpower regulations, benefits, and government initiatives.

Finance

  • Financial Planning & Analysis

    • Prepare and analyze budgets, forecasts, and financial reports (e.g. P&L, cash flow).

    • Ensure compliance with accounting principles, standards, and legal requirements.

    • Monitor working capital, optimize cost efficiency (e.g inventory management, grants, etc), and advise on growth initiatives.

  • Financial Operations & Control

    • Manage payables, receivables, payroll, and general accounting.

    • Implement financial controls and ensure compliance with accounting standards.

  • External Relations & Compliance

    • Coordinate with auditors, tax advisors, and authorities to meet statutory requirements.

    • Support the Business Office Director to manage financial transactions, including accounts payable, accounts receivable, and payroll.

Other Responsibilities

  • Governance & Operational Excellence

  • Support the Strategic Operations Director in building a scalable operational framework.

  • Lead internal reviews, KPI reporting, and risk mitigation strategies.

  • Stay abreast of HR and financial legislation, relevant manpower laws, tax regulations, and ensure organizational adherence.

  • Assist in other ad-hoc duties.

Requirement, Skills and Abilities

  • Qualifications

    • Degree in HR, Finance, Accounting, Business, or related discipline.

  • Experience

    • 5+ years of progressive experience in HR and Finance, preferably in the Singapore healthcare sector. Experience in a small-medium enterprise set up would be a plus

    • Proven track record in managing full-spectrum HR and finance responsibilities in a lean team environment.

  • Knowledge & Skills

    • In-depth understanding of Singapore employment law, financial regulations, grant applications, and statutory submissions.

    • Strong analytical, budgeting, and decision-making capabilities.
      Excellent communication, discretion, and stakeholder management skills.

    • Strong attention to detail and ability to work with confidential information.

    • Ability to multitask, prioritize, and meet deadlines in a fast-paced, rapidly changing and competitive environment.

    • Excellent verbal and written communication skills with high proficiency in English and computer literacy across corporate systems, including MS Office.
