Overview

We are seeking a Manager (Finance Business Partner) to manage the financial aspects of Regional Health System (RHS) programmes. You will be responsible for submitting and monitoring Ministry of Health (MOH) and other external programme fund utilisation, liaising with external parties as required. Your role includes monitoring and managing Population Health funding and supporting research grants for the Centre for Population Health Research and Implementation programme. You will ensure funding is disbursed in a timely and accurate manner and collate and review budget requests for RHS programmes.

Working closely with institutions, you will prepare and review consolidated report submissions to external agencies and provide advice on finance-related matters and harmonisation of finance processes for RHS programmes and research grants. You will also support cost and funding allocation activities.

You will review funding for RHS programmes and research grants to ensure financial sustainability and support the preparation of financial analysis for new programmes. Additionally, you will establish workflows for submissions, claims and reimbursements with funding agencies. Through regular management reports, you will provide business insights and coordinate and manage the review of internal controls and RHS programme or research grants audits.

Your responsibilities include reviewing and establishing standard operating procedures for RHS finance policies and supporting the consolidation of annual RHS cost centre budgets, including analysis for management review and tracking of expenses incurred.

Qualifications
  • Bachelor’s Degree in Accounting or Professional Accounting Qualification (CA preferred) with at least 6 years’ experience in Accounting/Finance. Experience in healthcare setting is preferred.

  • Strong communication and interpersonal skills with the ability to get buy-in from stakeholders
