Job summary

The Ministry of Defence of Singapore is seeking a talent development specialist to shape the talent development landscape within the Singapore Armed Forces (SAF). You will oversee developmental frameworks, course administration, and sourcing growth opportunities for SAF talents across all tiers.

You will chart talent roadmaps, nominate candidates for programmes, manage end-to-end course administration (including foreign training nominations), and collaborate with diverse stakeholders to align

Qualifications

  • Education in Human Resource Development, Talent Management or a related field.
  • Prior relevant experience in talent management, training and development programme administration, or course coordination is preferred.
  • Strong stakeholder management skills, with the ability to engage effectively across all levels.
  • Excellent project management and organisational skills.
  • Sharp analytical and strategic thinking capabilities.
  • Strong written and verbal communication skills.
  • Detail-oriented approach to documentation and reporting.
  • Ability to work under pressure and manage competing priorities within tight deadlines.

What The Role Is

You will play a key role in shaping the talent development landscape of the Singapore Armed Forces (SAF), overseeing developmental frameworks, course administration, and the sourcing of suitable growth opportunities for SAF talents across all tiers.

What You Will Be Working On
  • Chart talent developmental roadmaps and assess developmental needs across different talent tiers
  • Source and evaluate suitable developmental opportunities
  • Nominate suitable candidates for developmental programmes
  • Manage the full cycle of course administration, including ad-hoc nominations for foreign training opportunities
  • Develop and review talent development frameworks, making sound recommendations on course subscriptions and nominations to senior leadership
  • Coordinate with a wide range of stakeholders to ensure alignment on developmental priorities
Challenges
  • Navigating the long-term and evolving nature of talent development, requiring the ability to see the broader developmental picture and understand how individual courses fit within the overarching roadmap
  • Managing nominations across more than 50 courses and over 1,200 talents, whilst balancing tight deadlines and the administrative demands of a complex, multi-stakeholder environment
What We Are Looking For
