An international financial institution in Singapore is seeking a Manager to lead risk management activities, ensuring compliance with Singaporean and Japanese regulations. The ideal candidate will possess extensive experience in credit risk and operational processes, with a strong understanding of financial reporting standards. Responsibilities include overseeing credit assessments, managing AML/CFT compliance, and coordinating financial operations. This role is well-suited for candidates with over 10 years of relevant experience in the financial sector.
Chiba Bank Singapore Branch serves as a key overseas hub, providing comprehensive financial services including loans, deposits, trade finance, and foreign exchange to corporate clients, while also supporting their overseas business operations across Southeast Asia.
We are seeking a Manager to play a critical role in managing the branch’s financial, credit, and operational risk exposures. In this role, you will oversee risk control functions and ensure compliance with both Singapore and Japanese regulatory frameworks. You will work closely with internal departments including Front Office, Middle Office, and Back Office as well as external stakeholders such as regulatory authorities and service vendors, to uphold effective risk management practices and ensure operational soundness.
This position is ideal for candidates with a solid foundation in credit risk and operational processes, coupled with an understanding of financial reporting, international accounting standards, and cross-border banking practices.
Job Description
1. Credit Risk Management and Monitoring
Conduct credit assessments and assign internal ratings to corporate clients based on financial analysis and business evaluation. Monitor clients’ credit status through periodic reviews and early warning indicators, and report significant developments to branch management and Head Office. Support the credit application process and participate in client meetings with loan officers to assess on-the-ground risk and maintain visibility into client operations.
2. AML/CFT and Regulatory Compliance
Conduct AML/CFT due diligence, including customer risk assessments, name screening, and CFT screening, in accordance with MAS regulations and internal policies. Act as the first line of defense by identifying and escalating suspicious activities. Ensure compliance with both Singapore and Japanese financial regulations, especially for cross-border transactions involving Japanese corporate clients.
3. Risk Oversight across Treasury and Lending Operations
Manage credit, market, and liquidity risks from a Middle Office perspective by monitoring daily transactions and risk exposures. Collaborate with Front and Back Office teams to identify and mitigate risks across a range of financial products, including foreign exchange (FX), derivatives, and corporate loans. Ensure risk controls are implemented effectively and remain aligned with internal frameworks and regulatory expectations.
4. Operational Oversight and Process Control
Supervise day-to-day banking operations to ensure they are executed accurately and in compliance with internal policies and external regulations. Monitor internal controls, particularly those related to settlements, reconciliations, and transaction processing based on SOX or J-SOX principles. Provide operational leadership and continuity by overseeing Back Office functions during the absence of the Back Office Manager.
5. Accounting and Financial Controls
Support financial reporting in accordance with J-GAAP, GAAP, IFRS and other international accounting standards, including the preparation of consolidated financial statements. Assist in the preparation of management reports and coordinate with globally listed Head Office on financial closing and reporting matters. Contribute to a broad range of tax affairs, including corporate tax reporting, transfer pricing compliance, and cross-border tax matters, ensuring alignment with both Singapore and Japan tax frameworks.
6. IT and System Governance
Provide support for the branch’s IT operations, including system administration and user support for the core accounting system. Liaise with external IT vendors to coordinate system upgrades, troubleshoot technical issues, and ensure timely maintenance. Contribute to the implementation of internal IT controls in alignment with Head Office and regulatory requirements.
7. General and Ad-hoc Duties
Carry out assignments from the General Manager and Senior Deputy General Manager, including project participation and internal improvement initiatives.
Job Requirements
1. More than 10 years of corporate business experience in risk and control functions across credit, operations, and compliance areas in a financial institution, with mandatory recent experience within the last 5 years as Manager or above. The candidate must have held a relevant role within the financial industry in the past 3 years.
2. More than 5 years of experience in credit analysis and review, including financial statement analysis, internal rating assignment, and preparation or assessment of credit applications for corporate counterparties.
3. More than 3 years of hands-on experience in AML/CFT operations, with expertise in CDD, EDD, name screening, CFT screening, and sanction/PEP checks. Strong understanding of current AML/CFT regulations, financial laws, and compliance frameworks in Japan and Singapore, with the ability to communicate effectively with overseas headquarters and Compliance Officers. Must be willing to travel to Japan and ASEAN countries to support KYC documentation and on-site verification with client-facing teams.
4. More than 5 years of experience in financial reporting and internal controls in a globally operating listed company within the financial industry, including consolidated reporting under IFRS, GAAP, or J-GAAP, and control design, implementation, and testing under SOX or J-SOX frameworks.
Must have a proven track record of directly reporting financial results, forecasts, and strategic insights to senior management at overseas headquarters.
5. More than 5 years of experience in corporate taxation and transfer pricing compliance, including handling of cross-border intercompany transactions and alignment with Singapore and Japan tax regulations.
6. Broad product knowledge in corporate lending, trade finance, and derivatives, with demonstrated ability to assess credit and market risks across diverse financial instruments.
7. More than 5 years of experience in IT operations in a financial institution, including support for core banking or accounting systems, vendor coordination, and basic troubleshooting. Familiarity with internal IT controls and regulatory compliance is preferred.
8. Bachelor’s Degree in Accounting, Business Administration, Commerce, Banking & Finance, Economics or equivalent.
9. Strong interpersonal and cross-cultural communication skills, with the ability to liaise effectively with globally listed Head Office and stakeholders, and to provide guidance on risk appetite, deal structuring, and regulatory expectations.
