Job description

We are seeking a passionate and dynamic Manager to support the General Manager in the overall management and operations of TAA TRUST FUND. The Manager will play a key supportive role in overseeing programme implementation, stakeholder engagement, administrative functions, and organisational development while upholding the values and mission of the organisation.

This role is ideal for a driven individual with strong leadership and communication skills, a heart for social service, and experience in non-profit or public service sectors.

Key Responsibilities:

1. Operational Management

  • Oversee the day-to-day operations of TAA Trust Fund, ensuring efficiency and effectiveness in delivering assistance to beneficiaries.

  • Support and supervise staff, ensuring performance standards are met and team development is nurtured.

  • Ensure alignment of operations with the organisation’s vision, mission, and values.

  • Attend and provide information, data, statistics, etc. for presentation at board and management meetings.

  • Write and/or verify Minutes of Meetings for board and management meetings as well as execution and follow-ups on board decisions and recommendations.

  • Provide and/or verify information, data, statistics, etc. for Annual Report and other stakeholders’ reporting requirements.

  • Contribute content and design inputs for online and offline publications, announcements and publicity materials published/posted by the agency.

  • Coordinate and work with internal and external stakeholders/partners in the selection and booking of venues for events and meetings.

  • Research and draft/review contracts, terms of reference and standard operating operations for board’s discussion and decisions.

2. Programme Oversight & Development

  • Assist in planning, executing, and reviewing financial assistance and outreach programmes.

  • Monitor and evaluate programme impact, with regular reporting to the General Manager and Board.

  • Drive the enhancement of processes and programmes to better serve the beneficiaries.

3. Stakeholder Engagement

  • Maintain strong relationships with the 17 institutional member organisations, ensuring regular communication and collaborative initiatives.

  • Foster partnerships with government agencies, social service organisations, and NGOs to refer beneficiaries for holistic support.

  • Represent TAA in public forums, community events, and inter-agency networks when required.

4. Governance & Compliance

  • Ensure that TAA complies with regulatory requirements, including reporting obligations to the Commissioner of Charities (COC) and the Charities Unit.

  • Assist with documentation and submission of annual reports, financial audits, and IP renewal applications.

  • Uphold high standards of governance, transparency, and accountability across all activities.

5. Fundraising & Donor Engagement

  • Support fundraising campaigns and donor engagement initiatives.

  • Work with the fundraising team to ensure compliance with fundraising guidelines under the Charities Act and Code of Governance for Charities.

6. Strategic Planning & Support

  • Assist the General Manager in formulating and executing strategic plans.

  • Provide insights and data to support organisational decision-making and policy development.

7. Communications & Public Relations

  • Contribute to communication strategies to raise awareness of TAA’s mission and impact.

  • Ensure consistent and positive messaging across all platforms (website, social media, publications, etc.).

Requirements & Qualifications

  • Bachelor’s degree in Non-Profit Management, Social Work, Business Administration, or related field.

  • At least 5 years of relevant experience, with 2 years in a managerial or supervisory role.

  • Strong understanding of Singapore’s social service landscape and IPC governance.

  • Excellent interpersonal and communication skills.

  • Strong organisational and problem-solving abilities.

  • High level of integrity, professionalism, and commitment to service.

  • Demonstrated ability to work with diverse stakeholders and manage cross-functional teams.

  • Passionate about social impact and community development.

Desirable Attributes

  • Experience working with or within government agencies or community-based organisations.

  • Multilingual abilities (Malay, Tamil, or other community languages) would be an advantage.

  • Familiarity with grant applications and reporting.
