Job summary

The Land Transport Authority in Singapore is seeking a Transport AI Programme Senior Manager to lead a multi-disciplinary AI initiative across transport operations and policy implementation.

You will own the programme end-to-end: setting long-term AI strategy, building and guiding a diverse team, and delivering high-impact AI products while ensuring safety, trust, and seamless integration into operating workflows. Public-sector leadership experience is valued.

Qualifications

What the role is

TRANSPORT AI PROGRAMME SENIOR MANAGER - TRANSPORT AI PROGRAMME

What you will be working on

Singapore's land transport network moves millions of people every day. As AI reshapes what's possible in transport operations, the Land Transport Authority is investing in AI capabilities that will meaningfully improve how the network is sensed, managed, and optimised — for commuters, operators, and public officers alike. The Transport AI Programme Senior Manager leads this effort. You will own LTA's Transport AI programme end-to-end: setting the multi-year strategy, building and leading a multidisciplinary team, and driving the delivery of high-impact AI products across public transport, traffic management, and road operations. You will be accountable for ensuring that AI systems deployed are not only technically excellent but safe, trustworthy, and genuinely embedded into operational workflows. This is a leadership role reporting to Director Transport Technology, within Traffic and Road Operations Group. You will work closely with LTA's operations, engineering, policy, and agency leadership teams, as well as cross-government digital and AI platforms.

Key Responsibilities

1. AI Strategy and Leadership
   Develop and communicate a multi-year AI strategy aligned with LTA’s transportation priorities and agency needs. Shape a coherent AI ecosystem across areas such as generative AI, agentic workflows, retrieval-augmented generation, computer vision, analytics, AI safety, and shared AI platforms.
2. AI Product and Platform Development
   Lead cross-functional teams across product, engineering, design, data science, AI safety, governance, and agency delivery. Oversee the development of AI infrastructure and enablement capabilities such as automated evaluations, guardrails, red-teaming tools, observability, risk-posture dashboards, and deployment playbooks.
3. AI Adoption, Capability Building, and Innovation Programmes
   Drive AI adoption through incubators, hackathons, proof-of-concepts, capability-building programmes, communities of practice, and strategic partnerships. Champion innovation programmes that bring together policy, operations, engineering, design, and data teams around practical AI use cases.
4. Leadership, People Management, and Operating Model
   Build, lead, and mentor a multidisciplinary AI leadership team across product, engineering, design, data science, safety, governance, and programme management.

What we are looking for

1. 1) Required Experience The ideal candidate will have 6+ years of experience leading large-scale technology, AI, data, product, platform, or digital transformation programmes. This should include direct ownership of complex portfolios, senior stakeholder management, delivery governance, and a track record of scaling technology from prototype to production.
2. 2) Desirable Experience Experience with government digital services, enterprise platforms, regulated environments, responsible AI, AI governance, or whole-of-government transformation would be highly relevant. Familiarity with transport, infrastructure, or operations-heavy domains is an advantage but not a requirement.
3. 3) Technical Fluency The candidate should have strong conceptual fluency across modern AI and digital platforms, including generative AI and large language models, agentic workflows, retrieval-augmented generation, computer vision, AI safety and evaluation, data platforms and governance, platform architecture, cloud-native delivery, and security, privacy, and operational risk controls. The role does not require deep specialist expertise in every domain, but the Programme Senior Manager must be able to engage credibly with lead engineers, data scientists, security teams, policy teams, and agency leaders.
4. 4) Leadership Capabilities The candidate should demonstrate strong systems thinking, senior stakeholder influence, strategic communication, product judgement, and the ability to manage ambiguity. They should be able to align technical and non-technical stakeholders, maintain strong governance and delivery discipline, and balance innovation, speed, safety, and public trust.
5. 5) Public‑Sector Fit The candidate should be motivated by public impact and comfortable working across policy, technology, operations, procurement, risk, and delivery domains. Experience navigating complex institutional environments and building trust with senior public-sector leaders will be important for success in this role.
