Job summary

A leading recruitment agency in Singapore is searching for a Learning & Development Specialist to design and deliver learning interventions on digital skills for public officers. The ideal candidate will have 2 to 4 years of experience in instructional design and a good understanding of current technologies. This role requires strong project management, analytical, and communication skills, along with the ability to build relationships across organizations.

Job description

Duration: 1 years

Location: Buona Vista

Working Hours: Monday - Thursday 8.30am to 6pm; Friday 8.30am to 5.30pm

Responsibilities
  • Design and deliver online, blended, or in-person learning interventions on digital skills for public officers
  • Identify learning needs, design curricula, develop training content with subject matter experts, and evaluate programme effectiveness
  • Assess learning impact at individual and/or organisational levels to support continuous improvement
  • Conduct market research and gather L&D intelligence to ensure learning offerings are aligned with digital trends and future skills
  • Drive initiatives in technology-enabled learning and adopt emerging tools for enhanced delivery
  • Contribute to consultancy and transformation projects, applying methodologies such as design thinking and process improvement
  • Manage end-to-end programme development and implementation, ensuring timely delivery and budget adherence
  • Build and manage strong stakeholder relationships across agencies and within project teams

Requirements:

  • 2 to 4 years of relevant experience in Learning & Development, with a strong foundation in instructional design
  • Good understanding of current and emerging technologies such as AI, programming, RPA, data analytics, and digital transformation
  • Strong project management, analytical, and communication skills (verbal and written)
  • Self-motivated, proactive, meticulous, and resourceful
  • Strong team player with the ability to collaborate within the organisation and with external partners
