About the role

We are seeking an experienced Learning and Development Manager (Scholarship) to join our client on a 2-year contract. This critical role will be responsible for designing, developing and delivering engaging and impactful learning programmes to support the professional development of our scholarship recipients. The position is based in our Kent Ridge Central Region office.

What you'll be doing

  • Manage the MOH JST projects, ensuring that the cluster as well as workgroups meet the target outcomes within the agreed timeline and approved funding.

  • Be the interface between MOH and cluster institutions to clarify expectations, outline solutions and document costs, timelines and workflows of MOH JST project.

  • Act as the direct liaison officer between workgroups, individual institutions and MOH, and help to triage any issues related to MOH JST work.

  • Schedule regular MOH JST project plan meetings (3 healthcare clusters, Workgroup Leads and MOH), and plan the meeting agenda.

  • Work with the Workgroup Leads and stakeholders (both internal and external) to develop detailed workplan, project milestones, budget/resourcing requirements for the MOH JST project, and subsequently work with each of the stakeholders to ensure these initiatives/milestones are completed in a timely and cost-efficient manner.

  • Formulate plans to track, monitor, and report project progress and KPIs to Project Director/Head of Department, Workgroup Leads, and MOH on a regular basis. This would include flagging out any issues (e.g. potential delays, misalignment across clusters) to the Project Director/Head of Department in a timely manner and make sound recommendations.

  • Develop resourcing plans and oversee the financial budgeting/ requirements of the MOH JST project. This includes the preparation of annual budget, tracking and monitoring of budget utilization to ensure that we operate within the approved budget from MOH.

  • Resolve issues and solve problems throughout the project life cycle, including timely escalation to the Workgroup Leads where deemed required.

  • Manage project scope effectively by ensuring any changes to scope are documented and approved by the Project Director/Head of Department.

  • Develop tools and best practices for project management and implementation, and constantly review work instructions and work processes for higher efficiency and better outcomes.

  • Develop performance metrics and complete post-project evaluation to determine how well results were achieved.

  • Ensure all project documents are archived upon project completion, to ensure good knowledge management.

What we're looking for

  • Minimum 5 years' experience in a learning and development role, preferably within a corporate or scholarship environment

  • Bachelor's degree in Human Resources, Organisational Development, or a related field

  • Strong facilitation and training delivery skills, with the ability to engage diverse audiences

  • Excellent project management and organisational abilities to plan and execute learning initiatives

  • Proficient in needs analysis, instructional design, and the use of learning technologies

  • A strategic mindset with the ability to align learning solutions to business objectives

Strong communication and interpersonal skills to build effective relationships with stakeholders
