Learning and Development Assistant Manager/ Manager

(Based at Corporate HQ, Singapore)

Roles and Responsibilities:

  • Manage end-to-end learning operations, including budgeting, programme scheduling, vendor engagement, and submission for applicable training grants and subsidies
  • Develop and implement the regional learning and development strategy to support future-ready workforce capabilities across both office and manufacturing environments
  • Coordinate and implement performance development-related learning plans in partnership with HR and business units, ensuring alignment with capability-building priorities
  • Conduct structured learning needs analysis to identify functional and leadership capability gaps across the region
  • Design and deliver blended learning solutions (e.g. classroom, virtual, digital, on-the-job) tailored to regional workforce needs while aligning with group-level priorities
  • Administer and maintain the Learning Management System (LMS), ensuring accuracy in tracking, reporting, and analytics for regional learning activities
  • Enhance a culture of continuous learning and inclusivity by embedding development into performance, engagement, and transformation processes
  • Any other duties as assigned

Requirements:

  • Bachelor’s degree in Human Resource Management, Psychology, Business Administration, or related discipline
  • Minimum 5 years of experience in learning and development, with regional exposure and a demonstrated ability to collaborate across multiple entities
  • Solid knowledge of adult learning principles, instructional design, and relevant national training standards
  • Proficient in LMS administration, learning analytics, and evaluation of training effectiveness
  • Familiarity with grant application processes (e.g., SSG, e2i) is an advantage
  • Strong stakeholder management, facilitation, and project coordination skills
  • IHRP certified preferred
