Job summary

NISHIMATSU CONSTRUCTION CO LTD in Singapore seeks a Tender Manager with Civil Engineering background to lead tender team, review documents, prepare method statements, coordinate with consultants and authorities, and monitor progress for bids.

In event of award, move to site as construction manager. Requires 10 years in underground infrastructure/tunnel tenders, design coordination is preferred, and strong writing, presentation, and planning skills are essential.

Qualifications

• Candidate should possess a tertiary education in Civil Engineering.
• Candidate must have 10 years experience in underground infrastructure and tunnel tender, and implementation of rail project and major infrastructure works.
• Possess some experience in design coordination is preferred.
• Candidate must have strong writing and presentation skills as well as strong in planning and documentation.
• Good networking relationship with industry partner is required to build trust and relationship for organization success.

Responsibilities

• Lead tender team in preparation of technical submissions for tender and tender prequalification exercises.
• Review tender documents and summarise critical information.
• Prepare all documentation including method statements and other submissions.
• Compile and prepare tender queries and response to tender queries.
• Prepare and monitor tender progress.
• Coordinate with tender team/consultants/various government agencies/authorities to obtain necessary information to facilitate for tender submission.
• Coordinate meetings and prepare meeting minutes during tender stage.
• Prepare and carry out tender presentation.
• Monitor market for upcoming tenders and to obtain information.
• In event of tender award or during non-tender periods, candidate will transfer to site to take on role of construction manager.
