Job Description
- Take overall ownership of tender QS activities across multiple bids, setting priorities and deadlines.
- Lead and mentor junior Quantity Surveyors and estimators, providing technical guidance and review of deliverables
- Drive cost strategies and value-engineering initiatives to secure commercially competitive tenders
- Present cost and risk analyses to senior management and contribute to bid/no-bid decisions
- Direct the analysis of tender documents, drawings, and specifications to determine comprehensive project scope
- Oversee detailed quantity take-offs for civil, architectural, structural, MEP, and cleanroom packages
- Approve and sign-off on Bills of Quantities (BQ), cost estimates, and pricing schedules for design-build or EPCM tenders
- Establish and maintain robust cost databases and benchmarking metrics for semiconductor/cleanroom projects
- Shortlist vendors, evaluate quotations, and conduct high-level commercial and technical negotiations
- Collaborate with Engineering, Procurement, and Project Management leadership to align scope, schedule, and risk allowances
- Provide commercial input for tender clarifications, client presentations, and pre-bid meetings
- Identify cost and contractual risks; develop mitigation plans and recommend optimal procurement strategies
- Prepare executive-level reports for internal tender reviews and board approvals
- Ensure compliance with company policies, client requirements, and statutory regulations
- Any ad-hoc duties as assigned
Requirements
- Possess a Degree in Quantity Surveying / Building or equivalent
- Minimum of 10 years of experience in mechanical design engineering
- Prior exposure to semiconductor, pharmaceutical, cleanroom, or high-tech industrial projects is a strong advantage
- Proficient in cost estimation software (e.g., CostX, Cubicost) and MS Excel
- Strong understanding of FIDIC/SIA contracts or similar
- Proven track record of team management, strategic negotiation, and high-value tender submissions.
- Analytical, detail-oriented, and strong in negotiation and communication
- Ability to work under tight tender deadlines
- Meticulous, analytical, eye for details and a good team player
- Ability to multi-task in a fast-paced and dynamic environment
- Highly motivated, self-driven with initiatives to work independently
- Sound computer literacy, including advanced skills in Excel
- Excellent problem-solving, analytical, and communication skills.
- Good communication, reading, and writing skills in both English and Chinese to liaise with Chinese associate
