What the role is:
The Government Procurement Function Office (GPFO) leads procurement transformation across the Singapore Public Service. We develop policies, drive technological innovation, foster Whole-of-Government resource optimisation, and build workforce capabilities to enable effective government procurement while maintaining strong governance. We are looking for a proactive and passionate candidate to manage the Procurement Development Programme (P3) – GPFO’s flagship initiative to build a strong pipeline of procurement professionals for the Public Service. This role is pivotal in shaping procurement capabilities while supporting the career development of young talents. You will oversee the programme’s full lifecycle, from strategic design to execution and continuous improvement. Your role will span programme management, stakeholder engagement, talent acquisition, and operations. You will also spearhead outreach and recruitment initiatives to attract high-potential candidates to the programme.
What you will be working on:
Programme Design & Management• Lead the planning and execution of P3, including structured rotations, technical training, project work, and mentorship.• Develop and maintain programme frameworks aligned with workforce and capability development goals.• Implement feedback loops and evaluation mechanisms to monitor programme effectiveness and drive ongoing enhancements.
Stakeholder Engagement• Cultivate strong partnerships with public sector agencies to co-design meaningful placement opportunities.• Support agencies and participants during onboarding, rotation transitions, and role assimilation.• Coordinate with subject matter experts and training providers to deliver high-impact learning experiences.
Talent Acquisition & Recruitment Efforts• Develop and implement targeted recruitment strategies to attract top talent from local universities and professional networks.• Organise and participate in career fairs, campus engagements, and information sessions.• Manage the full recruitment lifecycle, including candidate screening, assessments, interviews, and selection processes.• Build a strong employer brand for P3 through compelling outreach and marketing materials.
Talent Development & Performance Management• Collaborate with hosting agencies to oversee participants' performance and growth.• Identify learning needs and design interventions such as workshops, mentoring, and coaching.• Track career progression outcomes and refine development strategies accordingly.
Operations & Programme Administration• Manage programme administration, including onboarding logistics, leave tracking, and benefits coordination.• Handle HR-related matters and maintain up-to-date personnel records.• Lead initiatives to enhance participant engagement and overall experience.
What we are looking for:
• Background in Human Resources, Business Administration or related field• 5-8 years of experience in talent development, programme management or workforce planning• Experience in public sector, procurement, or capability development is an advantage• Strong project management and stakeholder engagement skills• Excellent communication, presentation, and interpersonal abilities• Strategic thinking with strong execution and follow-through• Analytical mindset with an ability to translate insights into action• Passion for talent and capability development• Self-motivated and results driven• Adaptable, resilient, and open to feedback• Collaborative team player with a growth mindset
