Job summary

NCS Pte Ltd is seeking an Infrastructure Lead Project Manager to drive complex IT infrastructure initiatives in Singapore. You will oversee scope, schedule, budgets, and risk, coordinating across IT operations, engineers, and vendors to deliver robust technology solutions and ensure customer satisfaction.

Qualifications

  • Degree in Information Technology, Computer Science, or related discipline.
  • Minimum seven years of project management experience in IT infrastructure delivery.
  • Strong understanding of network and server infrastructure.
  • Experience with WAN/LAN, Internet, Voice, Video, and structured cabling.
  • Familiarity with cloud platforms such as Azure, AWS, or Google Cloud.
  • Knowledge of virtualization technologies such as VMware, Hyper-V, or KVM.
  • Experience in project financial management, risk management, and service transition.
  • Strong communication, problem-solving, and negotiation skills.
  • Experience managing public-sector projects in Singapore.
  • PMI PMP, CITPM, ITIL certifications preferred.

Responsibilities

  • Lead, deliver, and maintain infrastructure projects within time, scope, and cost parameters.
  • Ensure project delivery quality and compliance with standards and methodologies.
  • Plan and establish project schedules, quality plans, budgets, and communication and risk management plans.
  • Manage issues related to scope definition, disputes, and integration of multiple project components.
  • Oversee hardware, software, and system integration activities including migration and testing.
  • Manage project financials, ensuring accurate cost and revenue forecasting.
  • Oversee implementation in alignment with schedules, budgets, manpower, and quality metrics.
  • Resolve project overrun issues promptly and effectively.
  • Track project progress and report updates to senior management and customers.
  • Mobilize and optimize team resources to maximize productivity and efficiency.
  • Lead smooth project transitions to operations in compliance with customer requirements and processes.
  • Manage project operations to maintain service levels, avoiding financial penalties and security incidents.
  • Manage contracts, subcontractors, and vendor engagements to ensure successful project outcomes.
  • Engage stakeholders effectively in project decisions and execution.
  • Build long-term customer relationships by anticipating needs and exceeding expectations.
  • Negotiate change control mechanisms and prioritize requests based on business needs.
  • Collaborate with cross-functional teams including IT operations, engineers, and vendors.
  • Oversee project scope, budget, and risk management activities.
  • Manage government-approved vendors and understand public-sector procurement processes.
  • Provide leadership, guidance, and performance management for project team members.
  • Conduct team reviews and foster continuous improvement through coaching and collaboration.
  • Promote teamwork, ownership, and technical communication within project teams.

Job Description

As an Infrastructure Lead Project Manager, you will be responsible for managing and implementing infrastructure-based projects with quality and precision, ensuring deliverables are completed within scope, schedule, and budget. The role includes project administration, resource scheduling, financial tracking, risk and issue management, and quality assurance. You will collaborate across teams to deliver technology solutions aligned with organizational goals and customer requirements.

Responsibilities | CORE

  • Familiarity with cloud platforms such as Azure, AWS, or Google Cloud
  • Knowledge of virtualization technologies such as VMware, Hyper-V, or KVM
  • Experience in project financial management, risk management, and service transition
  • Strong communication, problem-solving, and negotiation skills
  • Experience managing public-sector projects in Singapore

Preferred Attributes

  • Experience with government-approved vendors and contract management
  • Understanding of Singapore’s government security and compliance requirements
  • Familiarity with data protection and cybersecurity regulations (e.g., PDPA)
  • Knowledge of ITIL frameworks for service management
  • Proficiency with project management tools such as Microsoft Project or Jira
  • Understanding of disaster recovery and business continuity planning
  • Scripting or automation skills (e.g., PowerShell, Python)
  • Strong leadership and adaptability in dynamic environments
  • Excellent teamwork and communication across distributed teams

Professional and/or Technical Certifications

  • PMI Project Management Professional (PMP)
  • Certified Information Technology Project Manager (CITPM)
  • ITIL certification
