Job summary

GovTech Singapore is seeking an experienced Product Manager to lead multiple squads delivering MSF platforms, owning outcomes, prioritisation, and cross-domain trade-offs. You will coach a team of product managers to deliver measurable impact across MSF divisions.

In this role, you will drive strategy, backlogs, and partnerships with Business, Engineering and Design to ship iteratively, while conducting market and user research to identify needs and opportunities.

Qualifications

• 8+ years of product management experience.
• 3+ years leading PMs and cross-functional teams.
• Bachelor’s degree in CS, Engineering, or related field.
• Strong product craft: discovery, prioritisation, metrics, data-driven.
• Ownership and accountability mindset.
• Technical literacy to collaborate with engineers on platform and data trade-offs.
• Experience shipping outcomes across complex environments.

Responsibilities

• Set product strategy and OKRs aligned to MSF and sector outcomes; translate needs into a sequenced and measurable roadmap.
• Own backlog prioritisation; make and communicate clear trade-offs with documented rationale.
• Lead and mentor junior PM; set standards for discovery, PRDs, experimentation, and product quality.
• Partner Business/Engineering/Design to deliver iteratively; manage dependencies; collaborate across divisions.
• Conduct market analysis and customer research to identify needs, trends, opportunities.
• Act as the voice of the user; ensure user needs are integrated into planning and development.
• Drive rollout readiness (training, comms, support, feedback loops) and improve adoption.
• Ensure instrumentation and dashboards for adoption/efficiency/quality; manage risks.

What you will be working on

You will lead multiple product squads delivering MSF’s platforms. You own product outcomes, prioritisation and cross-domain trade-offs, and you will coach a team of product managers to deliver measurable impact with a product that serves multiple divisions across MSF.

Responsibilities

As a Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. Your core responsibilities include:

• Strategy & Outcomes: Set product strategy and OKRs aligned to MSF and sector outcomes; translate needs into a sequenced and measurable roadmap.
• Prioritisation & Decision-Making: Own backlog prioritisation; make and communicate clear trade-offs with documented rationale.
• Squad Leadership: Lead and mentor junior PM; set standards for discovery, PRDs, experimentation, and product quality.
• Delivery Partnership: Partner Business/Engineering/Design to deliver iteratively; manage dependencies; and collaborate closely.
• Market and Customer Research: Conduct thorough market analysis and customer research to identify needs, trends, and opportunities. Utilize insights to inform product development and positioning.
• User Advocacy: Act as the voice of the user within the organization. Ensure that user needs and feedback are integrated into product planning and development.
• Adoption & Change: Drive rollout readiness (training, comms, support, feedback loops) and improve adoption across divisions and sector partners.
• Metrics, Risk & Governance: Ensure instrumentation and dashboards for adoption/efficiency/quality; proactively manage risks (privacy/security, data quality, operational readiness).

What we are looking for

• 8+ years product management experience with evidence of shipping outcomes
• 3+ years of experience of leading PMs and cross-functional teams in complex environments
• Bachelor’s degree in Computer Science, Business, Engineering, or a related field
• Strong product craft: Discovery, Prioritisation, Metrics, Data-Driven, Stakeholder influence
• Strong sense of ownership and accountability
• Technical literacy to work effectively with engineers on platform, data and integration trade-offs
