Job description

We are looking for one Lead Manager for Process & Mechanical Design (LM-PMD).

Job Responsibilities:

Lead Manager for Process & Mechanical Design (LM-PMD) shall support the Engineering Team that is responsible for the execution of Meranti Power Project on Engineering Procurement & Construction (EPC) basis. Meranti Power is a Special Purpose Vehicle installed by the Government of Singapore to implement Fast Start Generating Capacity (FSGC) in Jurong Island with a capacity of 2x340 MW Open Cycle Gas Turbine (OCGT).

Lead Manager for Process & Mechanical Design (LM-PMD) shall support the EPC team and management of the project execution, review all design documents (that include calculations and drawings) from several consultants and other stakeholders of the project and respond to Owner / Owner’s Engineer, confirming tender compliance. He/She shall put in place the required review systems to ensure that the OCGT power plant is designed, constructed, commissioned to high utility standard and in compliance with the Owner’s specification.

On management responsibility, LM-PMD shall support the Engineering Team in managing interfaces with all stakeholders. He/She shall be responsible for management reporting, and managing all technical matters, mitigating technical risks and highlighting commercial impacts of the technical decisions.

LM-PMD does not have to produce and/or generate any document, but will have to review all the Process &

Mechanical Design related technical documents of the project.

Key Tasks:
  • Support in the reviews of basic and detail engineering design drawings and documents such as:

(a) Overall Plant Layout

(b) Process Flow Diagrams (PFD)

(c) Piping and Instrumentation Drawings (PID)

(d) Instrumentation and Control (I&C) requirement

(e) Plant Operating Philosophy & Sequence of Operation

(f) Fuel oil tank sizing calculations, pipe routing pressure drop, & selection of materials

(g) Fuel gas pipe routing along with pressure drop calculations

(h) Gas Turbine arrangement drawings, lifting requirements of gas turbine rotor etc.,

(i) Interfacing requirement of gas turbine package with that of other packages such as

firefighting, Demin plant, compressed air systems

(j) Review of other packages such as tanks, vessels, cooling water pumps, fin-fan coolers

etc. of the power plant.


  • To ensure the following by reviewing all technical documents of the project from several stakeholders, as a minimum:

(a) The design is meeting the Tender Specifications of the Project as issued and amended

periodically by Owner / Owner’s Engineer

(b) Timely commissioning and completion of the Project by warranting sequential flow of

activities for a smooth execution

(c) Cost effectiveness and value-for-money at all stages of the project

(d) Quality and reliability at all stages of the project

(e) Adequate technical risk control and management and raising the flag on commercial

impact due to technical decisions taken

(f) Visiting project site frequently during execution of the project and confirm safe practices

during construction with respect to Process & Mechanical Design discipline as stipulated in

the tender documents.

(g) All design documents are meeting the code requirements and local regulations.


  • Liaise closely with Consultants and all other parties
  • Lead in monthly project meeting with Owner / OE as far as Process & Mechanical Design discipline is concerned
  • Ensure submission of all documents as per Master Document List as submitted to Owner / OE
  • Any other duties as assigned by the Management from time to time

Job Requirements:


Communication Requirement:

  • Excellent verbal and written communication skills in English
  • Knowledge of Chinese Mandarin will be an advantage

Education Qualification:

  • Mechanical Engineering Graduate

Working Experience Requirements:

  • At least 10 years of experience in power plant process & mechanical design, engineering in solid fuel or simple and combined cycle power plant
  • Strong leadership and management skills with a pro-active approach
  • A good knowledge of International Codes of Practice and Standards
