What the role is:
The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. We are looking for candidates to fulfil a role in Enterprise Comms & Digital Infra as Engineer/ Lead Engineer reporting to Head, Wireless and Fixed Access. He/ She will be part of a dynamic team involved in deploying communication capabilities and technologies. The job-holder is also responsible for the system engineering aspects of various projects and trials within the Comms domain; identifying and evaluating technologies of interest to the Home Team Departments.
What you will be working on:
- Responsible for end-to-end design (including security) of Wireless and Fixed Access to meet HTD’s operational needs, together with Capability Sustainment.
- Responsible for Wireless and Fixed Access infrastructure, including gathering users’ requirements, conducting market surveys, trials, writing tender specifications, performing tender evaluation, implementation and site acquisition to ensure that the recommended solution meets HTD’s needs.
- Plan the near‑and‑long‑term network architecture evolution and capacity needs. Articulate architectural differences between solution methods and the challenges and approaches to integrating solutions built on different platforms.
- Support Head, Wireless and Fixed Access to obtain approval of Requirement papers for communications projects.
- Lead the planning and project management of new or existing telecommunication Wireless and Fixed Access infrastructure, including technology selection, capacity planning, service rollout and service performance improvement, etc.
- Lead in evaluation of tenders from both a technical and commercial standpoint, and project manage the implementation of systems.
- Ensure that the system is able to meet the system availability required by design, incorporating life‑cycle costing (LCC) considerations and spares optimisation as part of the technical requirements.
- Identify and study all preliminary and critical design parameters that can affect the operational and technical performance of the system.
- Prepare various technical documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on‑site acceptance, etc.) and test reports.
- Participate in acceptance tests such as UAT, FAT, OSAT, SSAT and ensure that the deliverables meet tender specifications.
- Take charge of the System Configuration Management of the system. The job-holder controls the proper delivery of hardware and software components into the system, with proper system versioning and ensures the assets are properly updated. If delivery is for bug‑fixing or upgrade, the jobholder must ensure regression testing has been done.
- Assist Deputy Director/Head to ensure timely delivery of projects within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention.
- Provide regular updates to HTX management on project progress, highlighting milestones, issues and expenditure.
- Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and quality.
- Identify potential project risks early, assess their implications to the organisation and project, and recommend mitigating measures to manage the risks and minimise project delay.
- Effectively engage and manage all relevant stakeholders to deliver the communications system.
- Ensure proper integration and testing of all hardware and software components so that the system is delivered according to contractual requirements.
- Work with external agencies and/or Home Team Departments (HTDs).
What we are looking for:
- Tertiary qualification in Electrical/Electronics Engineering, Computer Science or other related Engineering. Applicants with postgraduate qualifications and/or more than 5 years of experience working in the relevant technology domains will be considered for senior positions.
- At least 3 years of relevant working experience in wireless communication systems like 5G NR, 4G LTE and TETRA for Engineer/Lead Engineer and at least 8 years for Principal Engineer in a suitably sized enterprise environment. Fresh graduates without working experience will also be considered.
- Strong knowledge in telecommunications standards such as 3GPP, ETSI and other latest developments.
- Strong knowledge in RF, coverage planning, EMI/EMC.
- Knowledge of Telecommunication RAN virtualization and mobility is an advantage.
- Strong knowledge in 5G related services such as Network Slicing.
- Strong planning and project management skills, with facilitation skills, problem‑solving skills and organising capabilities. Project Management Professional (PMP) or equivalent certification would be an advantage.
- Strong interest in technology and innovation.
- Basic technical knowledge of computer networking, including knowledge of hardware, protocols and internet standards.
- Basic understanding of legal contracts.
- Basic financial knowledge of project procurement, including capital and operational expenditures.

All new hires are appointed on a two‑year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
