Job summary

HTX, Singapore's leading Science and Technology agency, is seeking a Senior Manager to govern cyber-risk for ministry‑level critical systems. You will lead governance aligned with the Cybersecurity Act, develop policy guidance, and drive risk assessments with HTDs, ensuring robust resilience and compliance.

You will collaborate with HTX and HTDs to shape the Home Team’s cyber-risk posture, produce management dashboards, and participate in national cyber-policy dialogues.

Qualifications

• Bachelor's degree in Computer Science, Computer Engineering or related field (preferably with Cybersecurity focus).
• CISSP and/or CISM certifications would be advantageous.
• 6+ years of relevant experience, at least 3 in cyber-risk governance or senior cybersecurity roles.
• Deep familiarity with Cybersecurity Act, CCoP, and public-sector cyber policies.

Responsibilities

• Define and evolve the Ministry's cyber-risk governance model for critical systems.
• Align framework with Cybersecurity Act, CCoP, and WOG/internal policies.
• Lead policy guidance translating requirements into practical risk actions for HTDs.
• Drive annual cyber-risk assessments and produce actionable mitigations.

• Produce Sectoral Threat Profile reflecting current risk landscape and priorities.
• Generate dashboard briefings for senior management to inform decisions.
• Contribute to national cyber-policy discussions to ensure feasible requirements.

Guided by our mission to amplify, augment and accelerate the Home Team's advantage, we are committed to keeping Singapore the safest place on planet earth.The Senior Manager will lead the risk-centric governance of the Ministry’s critical systems, risk-management and compliance of the Ministry’s critical systems in line with the Cybersecurity Act, the Cybersecurity Code of Practice (CCoP) and other Whole-of-Government (WOG) and internal policies. Reporting to the Senior Assistant Director, Cybersecurity Directorate (CSD), the role will partner with Home Team Departments (HTDs) and the Home Team Science and Technology Agency (HTX) to shape the Home Team’s cyber-risk posture to remain robust and resilient.

What you will be working on:

• Define, maintain and evolve the Ministry’s cyber-risk governance model for critical systems.
• Align the framework with the Cybersecurity Act, CCoP, and relevant WOG and internal policies.
• Lead the development of policy guidance to translate legislative requirements into practical, risk-focused actions for Home Team Departments (HTDs).
• Drive the annual cyber-risk assessments, ensuring they follow prevailing guidance and produce actionable risk-reduction mitigations.
• Oversee the end‑to‑end governance of critical systems – including but not limited to designation, material‑change notifications and record-keeping.
• Author and maintain the Sectoral Threat Profile, ensuring they reflect the current risk landscape, capability gaps and strategic priorities.
• Produce dashboard briefings for senior management level to maintain the oversight and to make informed decisions.
• Performs independent and holistic risk assessment on issues, especially in cases of non‑compliance or deviations.
• Participate and contribute to national cyber-policy discussions (e.g., CSA consultations, sector-level guidelines) to ensure resulting requirements are proportionate and achievable.

What we are looking for:

• Tertiary qualifications in Computer Science, Computer Engineering or a related field - preferably with a major in Cybersecurity.
• Professional certifications such as CISSP and/or CISM would be advantageous.
• Preferably minimum 6 years of relevant experience, with at least 3 years in a cyber-risk governance or senior cybersecurity role.
• Deep familiarity with the Cybersecurity Act, Cybersecurity Code of Practice (CCoP), and other public-sector cyber policies.
• Proven ability to apply a risk-based governance lens.
• Experienced in designing governance frameworks and conduct enterprise risk assessments.
• Familiarity with process automation and agentic AI tools would be preferred.
• Strong interpersonal and negotiation skills to influence stakeholders through clear risk rationale.
• Resilience under pressure to be able to maintain governance standards while meeting tight deadlines.
• Excellent written and verbal communication skills to translate complex risk concepts into concise policy briefs.
• Good analytical and critical thinking skills to be able to evaluate risk trend and formulate practical governance solutions.

All new hires are appointed on a two‑year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
