Job summary

Public Service Division in Singapore is seeking an Assistant Manager/Senior Assistant Manager/Manager, Land Sale (Public) to join the land policy team. You will help formulate and implement Land Betterment Charge (LBC) policies and legislative frameworks, and work on lease administration matters.

You will analyse policy issues, engage agencies and stakeholders, prepare papers and submissions for approval, and support broader land sale operations as needed.

Qualifications

• Strong analytical and conceptual abilities to distill complex policy issues into clear recommendations.
• Excellent written and oral communication skills for papers and submissions.
• Ability to work independently and manage multiple workstreams under tight timelines.
• Meticulous and detail-oriented approach to policy and land administration tasks.
• Prior experience in policy formulation or land administration is advantageous.

Responsibilities

• Develop, review and implement policies and legislative frameworks relating to the Land Betterment Charge (LBC).
• Analyse policy issues, engage government agencies and stakeholders, and prepare submissions for approval.
• Provide policy input and analysis on LBC-related matters, including appeals and operational issues across departments.
• Support broader land sale and administration matters, including lease administration and LBC assessment and collection as needed.
