Qualifications

• Qualification in any discipline, preferably in Real Estate, Economics or Public Policy.
• Strong analytical and conceptual abilities with the capacity to distil complex legislative and policy issues into clear recommendations.
• Good interpersonal and communication skills (both written and oral).
• Able to work independently and manage multiple workstreams under tight timelines.
• Meticulous and detail-oriented.
• Prior experience in policy formulation, legal-related work or land administration is an advantage.

Responsibilities

• Develop, review and implement policies and legislative frameworks relating to the Land Betterment Charge (LBC).
• Analyse policy issues, engage relevant government agencies and stakeholders, and prepare papers and submissions for approval.
• Provide policy input and analysis on LBC-related matters, including appeals and operational issues arising across departments.
• Depending on operational needs, support broader land sale and administration matters, including lease administration and LBC assessment and collection.
