Human Resources Officer III, Negotiations Section
    The Human Resources Officer III position at the Hawaii Department of Education is a key role that involves serving as a resource for the Board of Education and Department's negotiation team members. Reporting to the Director of the Employee Relations Branch, you will be responsible for administering, directing, and coordinating various aspects of the negotiation process. This includes providing research, technical information, and assistance to negotiation teams, analyzing employer negotiating positions, reviewing amendments to proposals, and evaluating issues related to collective bargaining agreements for Bargaining Units 5 and 6. Additionally, you will oversee the Consult and Confer process with departmental and exclusive union representatives, review documents for contractual implications, and supervise the drafting of memoranda and letters of understanding. As the Human Resources Officer III, you will play a crucial role in the development and execution of the operating budget, monitor expenditures of the Negotiations Section, and provide contract interpretations as needed. You will also offer technical services to school, complex area, and state personnel on matters related to collective bargaining and participate in ad hoc committees to enhance relations with unions. Furthermore, you will assist in presenting information to various stakeholders such as the Superintendent, Board of Education, Legislature, and other public agencies.To qualify for this position, you must have a bachelor's degree in business administration with a specialization in human resource management or management, including coursework in personnel administration and industrial relations. A Juris Doctorate degree is desired. You should have at least seven years of professional work experience in human resource management, with three years in an educational setting. Experience in contract negotiations, the collective bargaining process, or legal drafting is preferred. Strong knowledge of personnel administration, leadership, labor problems, and principles of supervision and management is essential.This is a full-time position with a salary range of $118,497 to $167,742. The appointment is on a 12-month basis with vacation and sick leave provided according to regulations.
