Manpower Staffing Services is seeking a passionate HR Manager, Business Partner to blend strategic HR with hands-on execution in Singapore. Job Summary:
The HR Manager, Business Partner is a passionate HR professional who thrives in an individual contributor role which blends strategic HR partnering with hands-on execution. You will work closely with senior leaders to shape and deliver local talent strategies while also independently handling essential day-to-day local HR operations with proven proficiency. This includes recruitment, employee experience & engagement, HR systems, and administrative responsibilities which includes work pass applications as necessary.
Job Responsibilities:
Talent Acquisition & Recruitment:
Develop and execute effective talent acquisition strategies to attract and retain top IT talent, in alignment with business objectives.
Partner closely with hiring managers to understand technical requirements, define job scopes, and craft accurate job descriptions for IT and tech-related roles.
Manage end-to-end recruitment processes including sourcing, screening, interviewing, selection, and offer negotiation.
Continuously review and improve recruitment processes, tools, and workflows to enhance efficiency, candidate experience, and hiring outcomes.
Prepare employment contracts and offer letters, coordinate background checks, and handle work pass applications in compliance with local regulations as needed.
Lead the collaboration with local institutions in the recruitment and onboarding of interns, scholar selection process, ensuring a smooth and professional candidate experience.
Use recruitment data and analytics to drive continuous improvement in hiring effectiveness, pipeline quality, and time-to-fill.
Ensure timely, consistent, and welcoming onboarding experiences that support smooth integration and positive employee engagement from day one.
Employee Engagement, Performance Management & HR Operations:
Champion and co-organize local HR engagement activities and events to foster a positive work culture and enhance employee morale.
Conduct exit-interviews and provide data-driven insights to support employee retention strategies.
Support performance management processes, including objective setting, performance reviews, and calibration sessions.
Provide coaching and guidance to both employees and managers on performance conversations and employee development planning.
Manage key HR operational tasks across the employee life cycle, including onboarding, offboarding, employee orientation, contract administration, and maintaining employee records as required.
Ensure timely and accurate processing of HR documentation while maintaining compliance with employment legislation and internal policies.
Act as a point of contact for day-to-day HR queries, ensuring consistent, hands-on support to employees and leaders.
Cross-Border Collaboration & Projects:
Support and contribute to cross-border HR initiatives and projects as needed, working closely with regional HR counterparts.
Ensure consistency and alignment of HR practices across markets, while adapting to local legal and cultural contexts.
Support and participate in the implementation of regional HR programs, tools, or systems.
Job Requirements:
Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
At least 8 years of relevant experience in HR, including 5 years in a business partner role with demonstrated emphasis on utilising data analytics for strategic decision-making
Possess strong and comprehensive knowledge of HR functions, covering compensation & benefits, employee relations and engagement, performance management, talent management, executive / tech training, internship, and scholarship management.
Good understanding of relevant labour policies, employment laws, and legislation.
Proficient in MS Office suite applications, including MS Excel, MS Word, MS PowerPoint, and HR/Talent Management systems.
Demonstrated success in working both independently and collaboratively with a wide range of stakeholders.
Strong organisational and time management skills, adept at multitasking and prioritisation.
Self-initiated and highly adaptable, with a proactive approach to embracing new technologies and process improvements..
Possesses digital acumen and data savviness.
Hands-on and grounded attitude; must be willing to perform basic, manual, or operational HR tasks (e.g., applying for work passes, preparing contracts, data entry, logistics coordination) as needed to achieve HR excellence and support business goals.
