Job description

Responsibilities

HR Operations Management

  • Oversee and manage all HR operations including Talent Acquisition within the Singapore office and other regional offices under your purview.
  • Serve as the primary point of contact for regional HR matters and act as the bridge between local teams and the central HR team.

Employee Records and Data Management

  • Maintain accurate, confidential, and updated employee records across all regional offices in compliance with relevant regulations and company policies.
  • Implement and manage HRIS systems to streamline records management.

HR Advisory and Employee Relations

  • Provide an effective advisory service to employees and managers on HR-related issues, including absence management, health concerns, grievances, and employee relations matters.
  • Act as a trusted mediator to resolve conflicts and ensure fair practices.

Employee Benefits and Insurance Management

  • Coordinate and manage office and employee insurance benefit programs to ensure competitiveness and compliance with local regulations across the region.
  • Facilitate claims processing and act as the liaison with insurance providers.
  • Regularly review and assess staff health insurance plans, procure improved policies, and make actionable recommendations to senior management.

HR Policy Development and Implementation

  • Assist in the development, review, and enhancement of HR policies and procedures in line with regional regulatory requirements and company objectives.
  • Ensure consistent application and understanding of policies across all offices in the region.

Performance Management and Appraisals

  • Provide support and coordination for the execution of staff performance appraisals, ensuring alignment with organizational goals.
  • Identify and implement improvements to performance management processes.

Training and Development

  • Arrange, coordinate, and oversee training programs to foster skill development and career growth for staff.
  • Partner with department heads to identify training needs and create tailored programs.

Employee Engagement and Culture Building

  • Plan, coordinate, and execute staff gatherings, team-building events, and other functions to enhance employee engagement and morale.
  • Actively promote a positive workplace culture and inclusion initiatives.

Office Administration and ISO 9001 Compliance

  • Manage office administrative responsibilities to ensure smooth daily operations.
  • Act as the spokesperson and coordinator for ISO 9001 certification processes, ensuring compliance with standards.

Budget Management

  • Oversee and manage regional HR budgets effectively, ensuring cost efficiency while maintaining high standards of HR services.

Immigration and Work Pass Management

  • Manage employment and dependent pass applications, ensuring timely processing and adherence to immigration regulations.
  • Keep up-to-date with immigration policies and provide guidance to employees.

Regulatory Compliance

  • Ensure HR operations comply with all relevant employment laws, regional regulations, and internal company policies.
  • Stay informed on labor laws and adapt company practices as necessary.

Central HR Collaboration

  • Partner with the central HR team to implement global HR strategies and policies at the regional level.
  • Provide regional insights and feedback to support centralized HR initiatives and decision-making.

Strategic HR Leadership

  • Serve as a key advisor to senior management on regional HR strategies, workforce planning, and organizational development.
  • Actively contribute to shaping and executing the company’s overall HR vision within the region.

Key Qualifications and Competencies

  • Strong knowledge of regional labor laws and HR best practices.
  • Proven experience in handling multi-country HR operations, preferably in a similar regional or managerial role.
  • Excellent communication and interpersonal skills to manage diverse teams and stakeholders.
  • Strategic thinking combined with a hands-on approach to HR operations.

Familiarity with ISO 9001 standards and HRIS systems is advantageous.
