A leading engineering firm in Singapore is seeking an experienced professional to lead their Learning & Development and Workforce Transformation agenda. The successful candidate will strengthen the current L&D framework, implement essential workforce upskilling strategies, and collaborate with HR and national partners on career development and job transformation initiatives. This role requires expertise in training, development, and strategic planning.
Job Summary (General Nature / Objectives of the Job)
We are looking for an experienced and forward-thinking professional to lead our Learning & Development (L&D) and Workforce Transformation agenda. This role will play a pivotal part in developing internal capabilities, aligning talent development with national strategies, and future-proofing our workforce. The candidate will be responsible for strengthening our current L&D framework, implementing workforce upskilling strategies, and engaging with initiatives under MOM and WSG, including CAP, CFP, CSP, Job Redesign, and Sectoral Job Transformation Maps. The successful candidate will work closely with HR, business leaders, and government partners to integrate career development planning, internal mobility pathways, and training roadmaps that support organizational growth.
Key Responsibilities and Activities
As part of our HR function, we recognize an urgent need to strengthen our capabilities in skills-related work, particularly in training and development. Currently, we do not have someone in HR who is well-versed in Learning and Development (L&D), which is crucial to drive our internal capability building efforts. To align with national workforce strategies, HR must actively participate in initiatives supported by WSG and MOM, such as: Career Advisory Programme (CAP) Career Facilitation Programme (CFP) Career Supervision Programme (CSP) Workforce Development and Job Redesign efforts Sectoral Job Transformation Maps These programs are integral to enabling job transformation, career progression, and upskilling for our workforce. Therefore, we urgently need to appoint or recruit someone with expertise in Learning & Development and Workforce Planning—someone capable of navigating national frameworks, engaging with external stakeholders, and translating strategies into actionable training plans and workforce initiatives.
