A leading company in Singapore is seeking a Human Resources Manager to handle recruitment, payroll, and training of employees while organizing various company events. The ideal candidate will have a degree in Human Resources or a related field and solid experience in managing employee relations and administrative functions. This role involves significant interaction with external vendors and government agencies, targeting employee welfare and development.

Responsibilities:
In this role you will be involved in managing, recruiting and hiring employees, coordinating employee benefits and various administrative functions.
You will also be responsible for handling payroll of employees and their development and training. In addition, coordinating with external vendors and contractors to assist in company events.
Management and Recruitment of employees
■ Manage emails sent to hiring managers and candidates with accurate information
■ Assist in the selection of candidates for further interviews
■ Contact selected candidates to schedule timing for interviews
■ Deal with inquiries relating to company from candidates
■ Prepare and assist hiring manager during interviews
■ Follow up promptly when new employees are hired
■ Ensure effective supervision and management of new employees including their performance, behaviour and attitude to the best interest of the company and business
Payroll
Mid-month Payroll
■ Organise and handle employees’ claims and leaves during the middle of the month
■ Check for employees’ submitted medical leaves
■ Ensure and input all data submitted into the system accurately
■ Calculate and generate each employee’s pay during middle of the month before preparing and printing the cheques
■ Ensures that director’s signature is on every cheque before handing them out to employees
End-month Payroll
■ Organise and update employees’ claims and leaves for the end of the month
■ Check for further submission of employees’ medical leaves
■ Ensure and input all data submitted into the system accurately
■ Calculate and generate each employee’s pay for the end of the month before preparing and printing the cheques
■ Ensures that director’s signature is on every cheque before placing into envelope and handing them out to employees
Employees’ Training and Development
■ Research and source for various courses that are applicable for company’s employees
■ Submit employees’ details to apply for selected courses and trainings
■ Update employees of any scheduled trainings
■ Ensure that employees complete and receive certificates of the training
Company Development
■ Research and source for government agencies and consultant for company
■ Provide company with beneficial grants and programmes such as Pmax, Work-Life grant, CSP
■ Deal with inquiries relating to company from agencies and consultants
■ Develop a thorough knowledge in the grants applied
Continuous Improvement
■ Assist in the process of continuous improvement is in place for employees
■ Create an friendly environment for employees to increased efficiency and satisfaction at work
■ Request and coordinate resources with external vendors and consultant
■ Sharing of best practice among employees within workplace
■ Ensure the continuous review and improvement of employees details in company system
Relationship Management
■ Develop and maintain strong and healthy relationships with government agencies and consultants
■ Ensure resolution of any issues relating with government agencies and consultants
■ Be aware of changes in any government policies
■ Inform and educate employees on policies relating to the company
Company/Employee Welfare and Event Planning
■ Organise company social events such as Birthdays, CNY and New Year celebrations
■ Discuss with committee and planning on events
■ Liaise with external vendors and contractors for the organisation and catering of event
■ Research and source for community services for company’s Corporate Social Responsibility (CSR)
■ Schedule and follow up with external parties to ensure event runs smoothly
■ Research on company’s year-end retreat details and discuss them with social sub committee
■ Liaise with external parties to organise the retreat
Administrative
■ Update the VIL list for employees’ work permit, medical and personal leaves timely
■ Prepare cheques and payment vouchers for external vendors and contractors
■ Calculate mileage accurately for transportation claims submitted by employees
■ Drafting up letters of resignation/confirmation and fines for cleaners
■ Assist in stock take when there is delivery of cleaning equipment
■ Prepare job order forms when required
