Job Description

1. Source and screen local and foreign workers for both office and construction sites, ensuring alignment with requirements.

2. Oversee HR processes, including recruitment, employment cycles, performance management, and organizational changes.

3. Manage the hiring, staffing, and employment of full-time staff and contingent construction workforce.

4. Support business development initiatives for company construction projects.

5. Manage the full spectrum of monthly payroll processing and administration.

6. Handle recruitment and selection processes, including posting advertisements, shortlisting, and arranging interviews.

7. Maintain and ensure proper documentation of employee databases and personnel files.

8. Perform general HR administrative functions such as processing Work Passes, preparing appointment/confirmation letters, and handling insurance claims for hospital, surgical, and work injury compensation.

9. Identify training and development needs within the company through job analysis, appraisals, and consultation with department heads.

10. Administer company insurance, licenses, and medical insurance claims.

11. Attend to government agency surveys, e.g., MOM HR survey, BCA, etc.

12. Handle worker accommodations, including dormitory rental contracts, check-in/check-out, and related matters.

13. Perform any other ad-hoc duties as assigned.

Qualifications:

- Experience in the construction or recruitment sector with knowledge of local and foreign labor laws is advantageous.

- Ability to multitask, prioritize, and manage workloads independently.

- Strong attention to detail, adaptability, and integrity.

- Good knowledge of Singapore employment legislation and HR best practices.

- Excellent interpersonal skills for internal and external stakeholder collaboration.

Job Requirements:

- Minimum SPM or Diploma or relevant studies.

- Experience in the construction industry and employment agencies, with handling migrant workers advantageous.

- High interpersonal and communication skills.

- Initiative and ability to work under pressure with minimal supervision.

- Sensitivity to confidential information and discretion.
