Job summary

Manfield Employment Services Pte Ltd seeks an experienced HSE professional to support our client’s plant in Singapore. The role involves assisting the HSE Manager in overseeing safety, health, security, and environment, while ensuring compliance with local regulations.

You will participate in HSE committees, conduct training, perform risk assessments, and drive incident investigations with corrective actions.

Qualifications

• Diploma in Health, Safety & Environment or related discipline.
• 2–3 years of relevant HSE/WSH experience.
• Registered Workplace Safety and Health Officer (MOM).
• Experience with Major Hazard Installation requirements is advantageous.
• Confined Space Assessor and Working at Height Manager certifications preferred.
• Good knowledge of Singapore HSE legislation and site safety requirements.
• Ability to work with cross-functional teams and site stakeholders.
• Experience in HSE training, risk assessments, safety audits, and incident investigations.
• Ability to review incident trends and HSE performance indicators to drive improvement.
• Able to prepare and support Risk Management Implementation Plans and site safety programmes.
• Self-motivated, detail-oriented, and able to work independently or in a team.
• Proficient in Microsoft Office applications.

Responsibilities

• Assist the HSE Manager in overseeing workplace safety, health, security, and environmental matters across the plant.
• Support Industrial Hygiene and Occupational Health programmes in accordance with local regulations.
• Participate in HSE committee activities and coordinate routine workplace inspections.
• Support key plant HSE activities such as safety training, risk assessments, process hazard reviews, MOC, PSSR inspections, and hazard rectification.
• Take part in incident and accident investigations and ensure corrective actions are closed.
• Compile, maintain, and update HSE statistics, reports, dashboards, and records for periodic reporting.
• Conduct safety induction and internal WSH training for employees, new joiners, and contractors.
• Prepare, review, and implement Risk Assessments and Safe Work Procedures as required.
• Work with internal departments and external stakeholders to support statutory compliance, inspections, and safety audits.
• Monitor corrective and preventive actions from inspections, audits, incidents, and non-conformities.
• Ensure contractors comply with site HSE requirements and SOPs.
• Support process safety improvements through SOP reviews and LOTO arrangements.
• Support emergency response preparedness, including drills and coordination with authorities.
• Carry out other HSE responsibilities assigned by the HSE leadership team.

• Take part in incident and accident investigations and ensure agreed corrective actions are properly followed up and closed.
• Compile, maintain, and update HSE statistics, reports, dashboards, and records for periodic reporting.
• Conduct safety induction and other internal WSH training for employees, new joiners, and contractors.
• Prepare, review, and implement Risk Assessments and Safe Work Procedures where required.
• Work with internal departments and external stakeholders to support statutory compliance, inspections, and safety‑related audits.
• Monitor corrective and preventive actions raised from inspections, audits, incidents, and identified non‑conformities.
• Ensure employees, contractors, and subcontractors comply with site HSE requirements and operational control procedures.
• Support process safety improvements through review of SOPs, MOC‑related changes, LOTO arrangements, and safe shutdown practices.
• Support emergency response preparedness, including drills, equipment checks, coordination with security/admin teams, liaison with authorities, and updates to emergency response plans.
• Carry out other HSE‑related responsibilities assigned by the HSE leadership team.

Job Requirement:

• Diploma in Health, Safety & Environment or a related discipline.
• Minimum 2 to 3 years of relevant HSE / WSH experience.
• Registered Workplace Safety and Health Officer with MOM.
• Exposure to Major Hazard Installation requirements or assessments will be an advantage.
• Confined Space Assessor and Work‑at‑Height Manager certification will be preferred.
• Good knowledge of Singapore HSE legislation and workplace safety requirements.
• Able to work effectively with cross‑functional teams and site stakeholders.
