Job description

Roles and Responsibilities – HSE Officer / Coordinator (Singapore)

1. Regulatory Compliance

  • Ensure compliance with Singapore’s Workplace Safety and Health (WSH) Act, Environmental Protection and Management Act, and other applicable MOM regulations.
  • Liaise with authorities such as MOM, SCDF, NEA, and PUB for permits, audits, and inspections.
  • Maintain and update records as required by WSH (Risk Management) Regulations and bizSAFE frameworks.
  • Maintain and update records as required under ISO 9001 (Quality), ISO 14001 (Environmental), and ISO 45001 (Health & Safety).

2. Risk Assessment & Safety Planning

  • Assist in conducting Risk Assessments (RA), Safe Work Procedures (SWP), and Job Safety Analyses (JSA).
  • Participate in developing Emergency Response Plans (ERP) and Permit-To-Work (PTW) systems.
  • Ensure all control measures and safe systems of work are implemented and followed.

3. Site Safety Supervision & Inspections

  • Conduct regular safety inspections, audits, and walkabouts at the workplace or project site.
  • Identify potential hazards and recommend corrective actions.
  • Ensure proper use of Personal Protective Equipment (PPE) and enforcement of safety rules.

4. Incident & Accident Management

  • Respond to and investigate workplace incidents, accidents, and near misses.
  • Prepare and submit incident/accident reports to management and authorities where required (e.g., MOM iReport).
  • Assist in root cause analysis and follow-up on corrective/preventive actions.

5. Safety Training & Awareness

  • Coordinate and conduct safety inductions, toolbox meetings, and ongoing HSE training sessions.
  • Promote a positive safety culture through campaigns, posters, and briefings.
  • Maintain training matrix and ensure workers hold valid certificates (e.g., CSOC, SSSC, WAH, Confined Space).

6. Environmental Monitoring

  • Monitor and manage environmental compliance (e.g., waste disposal, noise, air quality, water pollution).
  • Support sustainability and environmental protection initiatives, including NEA reporting if applicable.

7. Documentation & Reporting

  • Maintain and update HSE documentation, including: Safety inspection checklists RA/SWP/JSA files Accident/incident registers Training records
  • Prepare monthly HSE reports for management review.

8. Coordination with Subcontractors & Vendors

  • Ensure subcontractors comply with site safety rules and statutory requirements.
  • Verify that subcontractors’ safety documents and personnel are approved before site work.

9. Emergency Preparedness

  • Participate in organizing fire drills, spill response drills, and other emergency preparedness activities.
  • Maintain first aid facilities, firefighting equipment, and emergency contact lists.

Typical Qualifications & Requirements

  • Degree / Diploma in Workplace Safety & Health or relevant Engineering/Science discipline.
  • WSH Coordinator (WSHC) certification under Approved MOM Safety Course.
  • Familiarity with WSH Act, Code of Practices, and Singapore Standards (SS 506, SS 573, etc.).
  • At least 2 years’ experience in construction building maintenance (depending on sector).
  • Good communication, observation, and record-keeping skills.
