About the Role:
We are currently hiring an experienced HSE Officer for an upcoming Substation Project based in Singapore, commencing mid-October 2025. The ideal candidate will hold a valid Workplace Safety & Health (WSH) Level B license and have 4–6 years of hands-on experience managing safety and compliance on electrical infrastructure or substation projects.
Key Responsibilities:
- Ensure full compliance with WSH Act, local regulatory requirements, and project-specific safety standards at all times.
- Conduct daily safety briefings, toolbox talks, and risk assessments for site personnel.
- Monitor work activities to identify potential safety hazards, and ensure corrective actions are implemented immediately.
- Maintain up-to-date safety documentation, incident logs, inspection reports, and training records.
- Coordinate and liaise with the main contractor, subcontractors, and consultants on all HSE-related matters.
- Participate in project coordination meetings and contribute to the development of safety strategies.
- Investigate incidents, prepare root cause analysis reports, and propose preventive measures.
- Perform regular site inspections and audits; ensure safety signage, PPE compliance, and emergency protocols are in place.
- Assist in preparing and submitting reports to the Ministry of Manpower (MOM) or other relevant authorities as required.
Requirements:
- Minimum 4 to 6 years of HSE experience in construction, electrical installation, or power infrastructure projects.
- Must possess a valid WSH Officer License (Level B) issued by the Singapore Ministry of Manpower (MOM).
- Proven HSE experience on substation, E-House, or electrical installation projects is highly preferred.
- Strong understanding of permit-to-work systems, risk management, and emergency response plans.
- Ability to work independently and proactively manage safety on a live construction site.
- Strong communication skills with the ability to train and influence multicultural site teams.
- Proficient in report writing, incident investigation, and safety documentation.
- Preferred Experience:
- Experience working with major OEMs or EPC contractors (e.g., Hitachi Energy, GE Grid, Schneider, ABB).
- Familiar with LTA, SP Group, or JTC substation safety requirements.
- Familiarity with Singapore’s WSH (Construction) Regulations, Code of Practice for Working at Heights, and Electrical Safety best practices.
