Job summary

ManpowerGroup Singapore is seeking an experienced HR Project Delivery Lead to steer the HR workstream across employee transfers, governance and compliance, and data readiness, delivering activities on time.

You will partner with Payroll, HR Technology, Shared Services and HR Business Partners to ensure smooth execution, stakeholder management, and ongoing process improvement in Singapore HR operations. Requires degree in HR or related field and PMP/PRINCE2/Agile certification.

Qualifications

• Degree in HR, Business, Operations or related discipline.
• PMP, PRINCE2, Agile or equivalent certification.
• Ability to manage multiple stakeholders in a fast-paced environment.
• Risk-aware with strong governance/compliance mindset.
• Experience in HR Operations, lifecycle management, service delivery and controls.
• Proven PM experience delivering complex people/organizational change initiatives.
• Experience supporting large-scale employee transfers/migrations/structures.
• Excellent analytical skills in data reconciliation, reporting and governance.
• Familiarity with Singapore HR practices and HR operations.
• Experience with HR systems such as SuccessFactors, ServiceNow, Workday or similar.

Responsibilities

• Manage the HR workstream, including project plans, milestones, risks, and dependencies.
• Translate requirements into HR deliverables such as documentation, system updates, data readiness, and communications.
• Track progress, risks, and key decisions, providing regular updates to stakeholders.
• Oversee employee transfer activities including data validation, transfer documentation, HR system updates, and employee query management.
• Partner with Payroll, HR Technology, Shared Services, and HR Business Partners to ensure smooth execution.
• Collaborate with HR, Business, Legal, Finance, Risk, Compliance, IT, and external vendors.
• Support employee communications, FAQs, manager briefings, and change management activities.
• Ensure compliance with Singapore employment regulations, internal policies, and data privacy requirements.
• Maintain documentation, approvals, audit trails, and reconciliation records.
• Manage workforce data reconciliation and transfer tracking.
• Prepare project dashboards, status reports, and leadership updates.
• Identify opportunities to improve processes, reduce manual effort, and enhance efficiency.

HR Operations

• Oversee employee transfer activities including data validation, transfer documentation, HR system updates, and employee query management.
• Partner with Payroll, HR Technology, Shared Services, and HR Business Partners to ensure smooth execution.

Requirements

• Degree in Human Resources, Business, Operations, Project Management, or a related discipline.
• PMP, PRINCE2, Agile, or equivalent project management certification
• Ability to manage multiple stakeholders in a fast-paced environment.
• Risk-aware with a good governance and compliance mindset.
• Experience in HR Operations, employee lifecycle management, HR service delivery, and process controls.
• Proven project management experience delivering complex people or organizational change initiatives.
• Experience supporting large-scale employee transfers, migrations, restructures, or integrations.
• Excellent analytical skills with experience in data reconciliation, reporting, and governance.
• Familiarity with Singapore employment practices and HR operational processes.
• Experience with HR systems such as SuccessFactors, ServiceNow, Workday, or similar platforms.
• Change management experience is a plus
