The HR Operations Manager will oversee and optimize HR processes, ensuring efficient recruitment, employee engagement, performance management, compliance, and implement HR projects. The role involves planning, policy implementation, and fostering a positive workplace culture while maintaining compliance with regulatory requirements.

The Challenges

Recruitment and Onboarding:

  • Meet recruitment KPIs
  • Streamline recruitment processes and reduce time-to-fill rates by implementing effective talent acquisition strategies.

Employee Retention and Engagement:

  • Maintain good employee turnover rate at 2% per year
  • Conduct employee engagement focus groups based on 2024 results and share outcomes in monthly newsletters.
  • Administer recognition awards for both operations and non-operations departments as per set criteria.

Performance Management:

  • Conduct annual appraisal briefing and training by 1st November 2025, ensuring timely completion of appraisal forms by 1st December 2025.
  • Develop new appraisal forms based on management guidelines and Great Place to Work criteria.

HR Communication and Reporting:

  • Publish a monthly HR newsletter by the last day of each month in 2025.
  • Gather feedback on the newsletter format after Q2 and make necessary improvements.

HR Governance and Regulatory Adherence:

  • Support ISO and Ecovadis applications, providing HR documentation and audit evidence.
  • Ensure all employees employed in Singapore, whether Singapore-sourced or foreign-sourced, are compliant with local employment laws and regulations, including accommodation and work rights as mandated by the Singapore Ministry of Manpower.

HR Projects and Initiatives:

  • Transition from QuickHR to a new HR system before the August 2025 contract end, ensuring an overlap period for data migration.
  • Collaborate with leaders and HR managers in Malaysia and the US for the deployment of staff, ensuring that all Singapore staff deployed overseas have the right to work from a work visa perspective.
  • Complete Job Grade and Job Retitling exercise and communicate changes within two weeks post-approval.
  • Set up Great Place to Work (GPTW) criteria and integrate them into employee engagement initiatives.
  • Organize the Annual Dinner (15th November 2025) and Mid-Year Townhall (July 2025) celebrating the 50th anniversary, incorporating team-building activities if budget permits.

Training and Development:

  • Set training KPIs based on the allocated budget and ensure relevant training for all managers and supervisors.

HR Budgeting and Planning:

  • Prepare the HR budget for 2025 in alignment with finance by 30th March 2025.

Compliance and Administrative Duties:

  • Oversee the annual declaration exercise from 1st to 31st December.
  • Manage the Enneagram sponsorship follow-up, ensuring deliverables are met.

What It Takes

  • Bachelors degree in Human Resources, Business Administration, or related field.
  • Proven experience in HR operations, employee engagement, and compliance.
  • Strong project management and communication skills.
  • Proficiency in HRIS systems and data management.
  • Excellent leadership and interpersonal abilities.
