Job Summary:

We are looking for a skilled HR Manager to lead our human resources department. The ideal candidate will be responsible for developing and implementing HR strategies, ensuring compliance with labour regulations, and fostering a positive work environment. This role requires strong leadership, communication, and analytical skills.

Key Responsibilities:

Recruitment, Onboarding & Offboarding

  • Manage the recruitment process, including job postings, interviews, and onboarding of new employees.
  • Provide comprehensive orientation to new employees on company policies and culture.
  • Ensure that all employees understand organizational values and expectations.
  • Manage the exit clearance process, including conducting exit interviews and processing final settlements.

Employee Relations:

  • Foster a positive work environment by addressing employee concerns and resolving conflicts.
  • Act as a point of contact for employees to express grievances through formal and informal channels.
  • Attend to employees’ grievances and perform counseling as necessary.

Compensation & Benefits:

  • Process bi-monthly payroll and obtain necessary payroll approvals from management.
  • Prepare monthly payroll reports and relevant reports for both companies and submit the monthly CPF.
  • Prepare bonus proposals and manage the approval and processing of bonuses.
  • Liaise with external auditors to support audit exercises as required.
  • Obtain management approval for salary adjustments to meet MOM's minimum requirements.

Performance Management:

  • Develop and implement Key Performance Indicators (KPIs) to measure organizational performance.
  • Align HR initiatives with overall business objectives and contribute to the development of the organization’s strategic goals from an HR perspective.

Compliance and Policy Development:

  • Develop, review, and update company policies to ensure alignment with organizational goals, values, and legal requirements.
  • Propose action plans for management on changes to statutory policies and ensure compliance with the Ministry of Manpower (MOM) regulations.
  • Monitor work pass quotas and update management accordingly.

Employee Benefits Management:

  • Oversee insurance and medical benefit coverage for employees.
  • Handle termination cases and conduct exit interviews to gather feedback.

Government Compliance:

  • Responsible for all government claims submissions, such as maternity claims and childcare leave claims.
  • Ensure yearly IR8A submissions and IR21 submissions for resigning employees are completed accurately and on time.
  • Attend to all government survey

Housing and Arrangements for Foreign Workers:

  • Oversee housing arrangements for PRC workers, ensuring compliance with MOM housing regulations.
  • Follow up with monthly reporting and billing for housing.

Training & Development:

  • Identify training needs and coordinate programs to enhance employee skills and career development.

General Administration

  • Coordinate with the outsourced IT team on HR-related IT requirements and issues.
  • Perform ad-hoc duties as assigned.

Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • At least 5 years of HR experience, preferably in a managerial role.
  • Strong knowledge of employment laws and best practices.
  • Excellent communication and interpersonal skills.
  • Proficiency in HRIS and payroll software (knowledge of Info-Tech HR will be preferred).
  • Problem-solving mindset with attention to detail.
