Job description

We are seeking a passionate HR Manager who is keen to grow and develop alongside the business. In this role, you will be responsible for overseeing the full spectrum of human resource functions including recruitment, onboarding, employee relations, training and development, performance management, payroll coordination, and HR compliance. The role requires a strong understanding of local employment laws and HR best practices to ensure a productive, compliant, and positive working environment.

Key Responsibilities

Recruitment & Onboarding

  • Manage the full recruitment cycle for both local and foreign workers.
  • Work closely with department heads to forecast and fulfill manpower requirements.
  • Coordinate pre-employment checks, job offers, and onboarding programs.

Work Pass & Permit Management

  • Handle all Work Permit, S Pass, and Employment Pass applications, renewals, cancellations, and appeals via MOM (Ministry of Manpower).
  • Ensure timely renewal and tracking of pass expiry dates to avoid non-compliance.
  • Liaise with external agencies, MOM, and other statutory bodies as needed.
  • Maintain accurate records of all pass holders and update in HR systems accordingly.
  • Ensure compliance with quota, levy, and regulatory requirements (e.g., housing, medical insurance, etc.).
  • Process and monitor medical check-ups, thumbprints, IPA collection, and passport renewals if needed.

HR Operations

  • Maintain up-to-date and accurate employee records in HRIS or physical files.
  • Administer payroll inputs such as attendance, OT claims, and leave management.
  • Prepare contracts, letters (confirmation, increment, warning, etc.), and HR reports.

Employee Relations

  • Serve as the main point of contact for grievance handling, counselling, and disciplinary actions.
  • Promote positive employee relations and team morale across departments.
  • Support workforce engagement activities and retention strategies.

Performance & Development

  • Drive performance review cycles and advise management on appraisals and promotions.
  • Identify training needs and plan relevant workshops, courses, or certifications.
  • Support development of high-potential employees for future leadership roles.

Compliance & Policy Management

  • Ensure HR policies and practices comply with MOM, CPF, IRAS, SHG, SDL, and other government requirements.
  • Submit timely statutory reports and declarations (e.g., IR8A, CPF contributions, NS reporting, etc.).
  • Conduct internal HR audits to ensure proper documentation and practices.

Strategic HR Planning

  • Provide HR analytics and workforce insights to management for decision-making.
  • Assist in organizational restructuring, workforce planning, and productivity initiatives.
  • Review and improve HR processes and SOPs for efficiency and scalability.
Job Requirements:
  • Minimum Diploma in Human Resources or a related field, with at least 3 years of relevant experience.
  • CEI certification is preferred.
  • Previous experience in Construction, Engineering, or Oil & Gas industries is an advantage.
  • People-oriented and results-driven, with strong leadership skills and the ability to work independently.
  • Strong understanding of labor regulations, HR policies, and process design and systems.
  • A critical thinker with a continuous improvement mindset, hands-on approach, problem-solving ability, and the capacity to meet deadlines.
