Our client, a well-known company, is looking for candidates for the position of Senior Human Resource & Administration Executive.
PURPOSE
To manage key HR and administrative functions, including payroll, employee life cycle management, statutory compliance, recruitment, and process improvements. The role requires a hands-on individual with strong attention to detail, initiative, and the ability to guide junior staff. The incumbent will play a critical role in ensuring compliance with employment regulations and maintaining the integrity of HR processes.
RESPONSIBILITIES
- Prepare and submit IR8A and IR21 accurately and in a timely manner in accordance with IRAS requirements.
- Prepare and respond to government manpower or HR-related surveys and statutory reporting requirements when required.
- Liaise with external tax consultants on expatriate employee tax matters and ensure timely submission and compliance with tax authority requirements.
- Prepare and submit monthly Payroll Journal to the Finance Department for verification and reconciliation.
- Lead monthly payroll process and review accuracy before submission, ensuring compliance with CPF, IRAS, and MOM regulations.
- Verify tax-related reporting (IR8A, IR21) and benefit treatments.
- Prepare payroll-related reports and handle statutory claims (e.g., NS, government-paid leave).
- Analyse and prepare salary proposals and compensation reviews.
- Support annual salary reviews, promotions, and bonus cycles.
- Review staff insurance arrangements and support benefits benchmarking.
- Maintain and enhance the performance appraisal system.
- Monitor personnel actions such as promotions, transfers, terminations, and disciplinary cases.
- Review and validate company organization charts prepared by junior staff.
- Support succession planning and career development frameworks.
- Oversee HR documentation, reporting, filing, and compliance with audit requirements.
- Maintain HRMS data accuracy and support reporting needs.
- Oversee work pass applications, renewals, cancellations, and updates handled by junior staff, and ensure compliance with regulatory requirements.
- Liaise with insurers on staff movement and claims.
- Ensure adherence to the Employment Act, CPF, MOM, IRAS, and other statutory obligations.
- Participate in PDPA-related activities and ensure HR data confidentiality.
- Perform other ad-hoc HR and admin assignments as directed by the HOD.
REQUIREMENTS
- Diploma or Degree in HR Management or a related discipline.
- Minimum 5 years of relevant HR experience, including payroll and compliance.
- Knowledge of Singapore employment laws and statutory reporting.
- Strong initiative, accountability, and attention to detail.
- High integrity and discretion in handling confidential matters.
- Familiar with HRMS platforms and MS Excel.
